Introduction
Homelessness in the United States has been an important subject that the government needs to turn its attention to. There has been announced in the news that the number of the homeless people in many major cities in the United States has been increasing enormously. According to United States Interagency Council on Homelessness reported that there was an estimation of 83,170 individuals have experienced chronic homelessness on the streets of the United States’ streets and shelters on only a single night of January 2015, which is a small decrease of only 1% from the previous year (People Experiencing Chronic Homelessness, n.d.). Education is also a fundamental thing that people need to gain. It helps in many aspects. Financing Employment Programs for Homeless People reported that the first aspect, it helps in making the society more educated instead of making half of them educated. This will help the homeless people with the mental health by making use their effort on things that will benefit them in the future. The amount of students who are or are in danger of becoming homeless has increase on our country over the years. Although society structured people to attend post-secondary school in order to receive a sustained career, there are some cases where college is simply too expensive. Many homeless students are not receiving a proper education due to these circumstances, which results of them dropping out. Because of this situation, there are different methods to combat students dropping out of college due to financial issues. However, increasing taxes and/or tuition would not benefit the situation without an increase of society’s knowledge and awareness in the topic.
In fiscal year 2006, the HUD, Department of Housing and Urban Development, was presented a budget by the Bush Administration consisting of $528.5 billion for homeless programs (Romeo 1). The problem of homelessness and extreme poverty is not a new occurrence; but in past years more extreme measures have been taken to combat the issue as more people become homeless. Expensive social programs and housing developments for the homeless have been created to help battle the increasing issue. Homelessness is an expensive problem that will never end; furthermore, the condition of homeless people in America is affected by the type of education they receive, the state of the economy, and the amount of funds that are available to house and feed them.
“3.5 million people will experience homelessness in a given year,”(Los Angeles Homeless Services). This shocking number is one of the sad truths in today’s society. Homelessness is caused by a wide range of things including financial issues. The life of a homeless person is hard and comes with set-backs and the constant need to overcome them. Homeless people go through many challenges in surviving without a home. They can suffer from health issues, hunger, and poor emotional well-being.
Many believe that a common thread among the homeless is a lack of permanent and stable housing. But beyond that, the factors leading to homelessness and the services that are needed are unique according to the individual. To put them into one general category ? the homeless- suggests that people are homeless for similar reasons and therefore a single solution is the answer. Every homeless person shares the basic needs of affordable housing, adequate incomes and attainable healthcare. But a wide range of other unmet needs cause some people to become or remain homeless which include drug treatment, employment training, transportation, childcare and mental health services (Center 8.)
Homelessness can happen to anyone unexpectedly. Many poor people are at the risk of homelessness. The cost of living and trying to find affordable housing can be very difficult. Many who are homeless are in poverty, have a mental illness, or addictions. Homelessness happens from personal, as well as structural factors. Many aren’t able to make enough for rent, as well as, utilities, food, and other expenses each month. More than 6 million Americans pay more than half of their income towards rent (Reamer, 1989). The trend is once someone becomes homeless, it is likely they will be homeless repeatedly. To end homelessness, affordable housing will have to be created because it is peoples largest single expenditure (Anderson, 2013).
Homelessness is a problem that happens in many different countries around the world. Definitions of homelessness are defined in different meanings by different people. However, the Stewart B. McKinney Act defines a homeless person as “ one who lacks a fixed permanent nighttime residence or whose nighttime residence is a temporary shelter, welfare hotel, or any public or private place not designed as sleeping accommodations for human beings” (McNamara 1025). It is impossible to find out exactly the number of homeless; however, the researchers can do a study to estimate that number. Based on different statistics from different researchers, the homeless population in America has been increasing as “an alarming rate” (Markos and Lima). Therefore, even though America is one of the most powerful countries in the world, homelessness, which has many common causes, has always been a big problem in society.
Homeless individuals are known for taking hand outs and they prefer to plead for money rather than to go work for it. People assume most of the the money that is given to homeless people they spend it on drugs and alcohol because of the fact that many homeless people have drug and alcohol addictions. It is not uncommon to come across homeless youth and older homeless population that are known to abuse substances like drugs and alcohol. Because of the fact that homeless people have substance abuse problems, they tend face illnesses and infections. Many hard working Americans ask themselves “why don’t homeless people just get jobs?” The assumption is they are just lazy and unmotivated. Homeless people choose to live the life they live. Everyone goes through problems but not all people take the path homeless people do. The problems homeless people face is not an excuse for them to be helped and maintained by other hard working people. Although homelessness might be a choice to some, no one knows the hardships these people have gone through. Some assume these people are just lazy but in reality a lot of these homeless people have jobs of their own, they just can’t afford housing and a decent life. Here in Tahoe, we are lucky enough to experience a great quality of life, and only a few have to face the horrible life of poverty and homelessness. However, nationwide, even right outside the basin, homelessness is a growing epidemic across the country. There are many ways one can become homeless; for the most part poverty. There are also different concentrations of homeless in different types of terrain, such as urban or suburban areas. Last, there is the ever- growing homeless population, and how much money it costs us for others to live in poverty. These are the questions we ask ourselves about homelessness, and the only way we can help is to know the facts about this lingering subject.
Homelessness is a vast predicament in America and around the world. It is severely overlooked as people don’t really think of homelessness as real world problem. Persisting health problems may prevent an individual from ever reaching housing stability for them a permanent house would not be beneficial if the problem is their health. Housing without supportive services cannot end homelessness.3,4 Providing housing for the homeless is a measure taken after people have experienced the trauma of losing their home. Intervention efforts should be concentrated on preventing the loss of homes, and safety that can ultimately influence a person 's health
There are countless laws today that subliminally discriminate against homeless people. One such law was passed in 2014 that made it illegal to sleep in public areas of Fort Lauderdale, Florida. Philosopher Jeremy Waldron and author of the essay “Homelessness and the Issue of Freedom” would view this law as extremely unconstitutional and immoral. Waldron would argue that making it illegal to sleep somewhere takes away the homeless persons freedom to live. I agree with Waldron on the claim that outlawing sleeping in public spaces is unconstitutional because by doing so one is taking away the homeless persons only home. For those who do not have a place to sleep the streets are their only homes. The law banning sleeping in public spaces therefore discretely makes it illegal for homeless people to even exist.
Homelessness is a subject that has inspired many to write poems, speeches, and even songs. However, there is more depth to homelessness than just a source for inspiration; this is an ongoing problem for many all over the world. The 40th president to the United States, Ronald Reagan, once said that "what we have found in this country, and maybe we're more aware of it now, is one problem that we've had, even in the best of times, and that is the people who are sleeping on the grates, the homeless, you might say, by choice."(Reagan). The president's expression is very powerful even today, implying that even in the best of times homelessness is one of the top issues in society. Notice how President Regan cleverly used the wording "by choice" at the end of the sentence, what did he mean to convey by this? Was he implying that those who are homeless are so by choice? Or that many individuals perceived homelessness to be a choice? Perhaps it was a way to raise awareness of the impending problems that can lead an individual to homelessness. According to the National Alliance to End Homelessness and the National Coalition for the Homeless, there are three triggering factors that lead to homelessness, lack of affordable housing, unemployment, and health care ("Why Are People Homeless?"). Therefore, when exploring into more depth the determining reasons, considering the key roles that a home, money, and employment play in an individual’s life will facilitate a better understanding of the downward spiral towards homelessness.
...At its root, homelessness is the result of the inability to afford and maintain housing. Government funding should be put into place that can incorporate an investment in creating affordable housing. This includes supportive housing, which is permanent housing coupled with supportive services. In order to maintain housing, people exiting homelessness must have income. Cash assistance programs are available through federal and state government, and career-based employment services can help formerly homeless people build the skills necessary to increase their income. Mainstream services, including the Workforce Investment Act, should be used for this purpose (Ten Essentials). Lastly, programs must ensure that the homeless have access to these services but are able to attain independence as soon as possible as well. To do this there must be instant access to housing.
