1.1 Background and significance of the problem. Nowadays, the world is facing the slowdown in the economic growth which is a major obstacle to the performance of the organizations in Thailand that can be categorized into three main factors as follows (Sawatdiyakorn, 1993): 1. The overall economic condition, the economic expansion, liquidity in the financial system, inflation rate, and interest rate in the country. 2. Political factor, government stability, management efficiency, decentralization, the problem between civil servants and political officers, various rumors include the revolution, coup, the wars in foreign countries such as in the Arabian region. 3. Actually, there is no mutual agreement on the definition of the excellence organization yet, by the way, in terms of general meaning, it refers to the modern practice, working principle, and organization management and design. Single market and production base; to facilitate the movement of goods, services, investment, and skilled labor freely. As well as able to expand the movement of capital fund and promote the integration of key sectors of ASEAN. 2. ASEAN economic competitiveness; to enhance the competitive competency of ASEAN, which focuses on the policy issues that will help promote the economic integration, such as the ASEAN competition policy framework, consumer protection, intellectual property rights, electronic commerce, tax policy, and infrastructure development (finance, transportation, information technology, and energy). 3. Equivalent economic development; to develop small and medium-sized enterprises (SMEs) and strengthen the competency through the projects, such as the initiative for ASEAN Integration (IAI) in order to reduce the gap in economic development. 4. Integration with the world economy; to focus on harmonizing the economic policy of ASEAN with the countries outside the region in order to make ASEAN stay clearly in the same position, for example, establish an ASEAN Free Trade Area with other negotiating partners and so on.
