1.0 Introduction The Association of Southeast Asian Nations (ASEAN) is a political and economic organisation which was introduced in Bangkok, Thailand on 8th August 1967 by Foreign Minister of Malaysia, Philippines, Thailand, Indonesia, and Singapore to foster the existing bonds of regional unity and cooperation. The founding fathers of ASEAN are Adam Malik for Indonesia, Narciso Ramos for Philippines, Abdul Razak for Malaysia, S.Rajaratnam for Singapore and Thanat Khoman for Thailand. In 1984, Brunei Darussalam was join and it’s continue by Cambodia, Myanmar, Viet Nam, (CLMV) and Lao People’s Democratic Republic (Lao PDR) joined between 1995 and 1999 as ASEAN members and ( Siow Yue Chia, 2013). Before the establishment of ASEAN, Association of Southeast Asia (ASA) was exists in july 1961, and the members are limited, there are Malaysia, Philippines and Thailand.

At the 9th ASEAN Summit in 2003, the ASEAN Leaders fixed that an ASEAN Community shall be recognised and the Leaders confirmed their strong commitment to quicken the establishment of an ASEAN Community by 2015 and signed the ‘Cebu Declaration’ at the 12th ASEAN Summit in January 2007.
