America’s first constitution, known as the Articles of Confederation, was adopted in 1781. These articles were written so there would be a central power in place without being overly constrictive on the people since we just broke away from British tyranny. Each state was given the power to essentially operate as an independent country, with a central government which only worked on international issues. The citizens of our new country began to realize the need for a stronger central government in 1786 when groups of farmers began to protest and refuse to pay their debts. This protest was known as Shay’s Rebellion. When the states turned to the central government for assistance, they realized they did not have the authority to give aide. So
