Awareness:
On January 19, 2017, while on patrol in a law enforcement vehicle,at approximately 23:00, me and my partner, officer Gerard Bello were dispatched to a call about a possibly occupied stolen vehicle, while driving on Buccaneer Blvd, in Las Vegas.
Investigation:
When being dispatched to the calls I was told that the suspect had left his keys in the vehicle, while he went into the dry cleaner. I turned on the car and dispatch started describing the vehicle. I was able to spotted the vehicle while dispatch was trying to direct me and my partner to the location of the stolen vehicle. Once me and my partner spotted the vehicle I stopped the patrol vehicle and we immediately got out and drew our weapons. Then we started shouting at them telling them not to move and to put their hands up. We opened all doors of the stolen vehicle and there looked to be three suspects in the stolen vehicle.

We made sure that when the suspects got out of the stolen vehicle that they had their hands up and that they weren’t facing us. The first suspect to get out of the car was the driver of the stolen vehicle and he was wearing blue jeans with a black shirt that was tucked in, also wearing a necklace. The suspect also had black hair and looked to be a hispanic male in his late twenties. Then we go the second suspect out of the vehicle who was sitting in the passenger's seat. On Monday, December 4, 2017, I was on patrol, in full uniform, in a marked black and white Pasadena Police vehicle, Unit #17. At approximately hours 1005 hours, I was traveling east on Claremont St., from Lincoln Ave., when I noticed a female, Hispanic wearing a purple shirt and black shorts carrying a dark colored can and salmon colored purse. On Tuesday, May 17, 2016 at approximately 1956 hours, Officer Reinbold #7400 and I (Officer Guerrero #3310) were dispatched to 1113 Marengo Avenue, in regard to a vandalism that just occurred. Dispatch advised the victim (later identified as Kristyn Cota) saw two male juveniles spray painting her fence. On June 26, 2006, a Sheriff Officer of the State of Florida, William Wheetley and his drug detection dog, Aldo, were on patrol. Furthermore, Officer Wheetley conducted a traffic stop of the defendant Clayton Harris for expired tags on his truck. On 01-01-17 at 0023 hours I was monitoring the radio and heard that Officer Harrell #3441 and Officer Thebeau #8402 were involved in a vehicle pursuit in the area of Fair Oaks Avenue and Corson Street. I responded to the above location to assist. They advised responding units that the suspect was involved in a traffic collision on the eastbound 210 Freeway Fair Oaks Avenue off-ramp.
Police haven't named a suspect, but they do have an unreleased video of a man wearing dark clothes entering the victim's apartment. The suspect may have exited through a window. Police think the victim may have known his killer as there were no signs of forced entry.
Police reported to a robbery in progress and found a Jeep backed up to the door of the restaurant upon arriving. Two suspects were walking out with handfuls of stolen merchandise. The robbers, a man and a woman, were arrested at the scene. These robbers were 23-year-olds, married couple Erika and Benjamin Sifrit.
I arrived on scene at 17:10 hours. A juvenile was standing under the carport beside a white Dodge Durango. The reporting party, Kaella D. Barners (F/B, DOB: 05/04/1977), exited the front door when she seen deputies arrive. I approached the juvenile, Katera Edwina Barners (F/B, DOB: 08/29/2000). Katera was calm and cooperative. Katera had been upset at her mother. I observed an end table on the hood of the vehicle. I asked Katera if she put it there. Katera said she threw it there in attempt to damage the vehicle.
When officer Faultless seized the phones of Rahten and Ruhmoan both were secured then secured by officer faultless. Officer faultless unable to unlock the phones noticing Ruhmoan’s phone required his thumb print to open and forcefully used his thumb to unlock his phone. Once unlocked the officer noticed information from a text about a gun being in their car. This lead to the officer searching the car and discovering a gun. This incident took place at the victim's single family residence located at 781 N Garfield Avenue. The suspect took the victim's property from the top of a dresser in her master bedroom. The point of entry was made through the front door.

Dispatch stated that the vehicle had been confirmed as stolen through Olympia PD and provided a phone number for the owner of the vehicle, Nam Tran. I called the provided phone number and reached a male who identified himself as Nam. Nam spoke little English, but stated that he was in fact the owner of the vehicle and that he did not know Henry or Telles, and did not give them permission to be in possession of the vehicle. Nam provided verbal consent to search the vehicle.
I made contact with the driver, who was identified using her Florida driver’s license as Jennifer Lea Leal. The front seat passenger was identified by his California identification card as Oliver Brandon Howell Burns. As Jennifer was attempting to remove her driver’s license from her wallet I noticed she was having difficulty and almost handed me a debit / bank card, before realizing it was not her license. Jennifer had glassy blood shot eyes, and the strong odor of alcoholic beverage was emitting from her breath when she spoke. I had to ask her multiple times for her vehicle’s registration and proof
“On October 21, 2012 Sergeant William Butler and Officer Samantha Brown stopped a car in the 2000 block of East Street for failure to yield the right of way to a pedestrian. In the course of the car stop it was determined the driver was Jeffery Cox. According to the DMV registration information, Mr. Cox owned the car. Sitting in the car front passenger seat was Amanda Watson. When the officers checked on any outstanding warrants on the occupants of the vehicle, they received a positive response on Ms. Watson. Police arrested her based on an outstanding arrest warrant for misdemeanor shoplifting. When Ms. Watson was ordered out of the vehicle to be handcuffed Sgt. Butler noticed a plastic bag of a substance he suspected to be crack cocaine lying on the front seat where Watson had been sitting. Incident to the arrest on the warrant, Sgt. Brown searched Ms. Watson and found $650 in small denomination bills but no devices with which to ingest crack cocaine.”
I received a copy of the 911 calls from the HCSO Communications Center. The calls revealed two (2) additional witnesses. At approximately 1350 hours, I served the search warrant on the 2003 Nissan 350Z, which was located within the HCSO Crime Scene Section at 2416 N. Falkenburg Road. After reading the search warrant, a copy of the search warrant was left inside the vehicle. Recovered from the Nissan during execution of the search warrant, was a set of Nissan keys with a key fob remote with a carabiner hook from the passenger side roof.
Motor vehicle theft has always been a major issue in the United States. In 2013, 697,979 motor thefts were reported in the nation. The FBI stated that every forty-four seconds a car is stolen in the United States (Rocky Mountain Insurance Information Association). In 2010, more than 4.5 billion dollars were lost throughout the nation because of motor vehicle theft (U.S. Department of Justice Federal Bureau of Investigation). This research paper examines if vehicle theft is more likely to happen in a low-income setting or location. The dependent variables in this study are the motor vehicle theft rates. The independent variables in this study are the criminals who commit motor vehicle theft. Both variables types are scale.
First responders play a crucial role in the establishment of a crime scene. Upon arriving at the scene, the first responders have checked for living victims and have rendered aid. It’s important to create a perimeter around the crime scene (this can be altered if additional evidence is found outside the initial crime scene). Only emergency personnel should enter and exit from the central entry point to control contamination, by creating an exit point; it helps avoid any excessive traffic through the crime scene. By secure the scene to ensure that no evidence is misplaced or damaged, or otherwise compromised. Do a cursory check of the crime scene to obtain any transient evidence and secure any weapons found at the scene (in this case it was already at the scene with the suspect). Crime scene analysts and investigators communicate with first responders and are quickly briefed on the situation, and now a more thorough search can be conducted.
