Bullying, as defined by the DPI, is deliberate or intentional behavior using words or actions, intended to cause fear, intimidation or harm. Bullying may be repeated behavior and involves an imbalance of power. The behavior may be motivated by an actual or perceived distinguishing characteristic, such as: age, national origin, race, ethnicity, religion, gender, gender identity, sexual orientation, physical attributes, physical or mental ability or disability, and social, economic or family status. When the practice of bullying incorporates the use of websites, email, and text messages, it is often referred to as cyber-bullying. Cyber bullies are becoming a large problem in schools to day, due to the amount of time students spend using technology devices . Schools are responsible for noticing and investigating all instances that are related to bullying, harassment, hazing, teasing, and any other form used to single out or make fun of an individual or group. In the case of Cottonwood High School in Winnebago County, the school is must take action, because the bullying is affecting the students learning environment. Somethings could have been done to prevent this situation. In this case Kelli created a myspace page called “S.A.S.H” “students against slut herpes”. Kelli claimed her intent was to make other students actively aware of the STD’s. A classmate joined the group then posted about another classmate Julie, claiming she had herpes. He not only commented, but also put up edited photos of Julie to make clime to his statements. This caused Julie to be a victim of sexual harassment. As a result of this myspace page, Julie missed class due to not feeling comfortable being around the classmates that saw and participate on the myspace
