Simon Bolivar, “Jamaican Letter” Captivation or being restrained due to certain circumstances that prevents free choice is usually one of many great reasons to form revolutionary ideas. To get from captivation to liberation, one must consider change, a major component needed in order to gain freedom after enslavement. Latin America, in the eighteen hundreds, sought the need for change due to the resentment of the Spanish rule. Simon Bolivar, the revolutionary leader of Latin America, will seek independence from Spain. It was in Jamaica where Bolivar wrote a letter known as the “Jamaican Letter”, one of Bolivar’s greatest proposals. The letter emphasizes his thoughts and meanings of the revolution while envisioning a variety of governmental structures, of the New World, that could one day be recognized. Bolivar illustrates the relationship between the Spanish American colonies and Spain. The relationship could be described as bitter, at least in the eyes of the Spanish colonies. Inferiority led the Spanish colonies to the ideas of revolution. Although their rights come from the Europeans, they do not acknowledge themselves as Europeans or Indians. The people of the Spanish colonies claim to be, according to Bolivar, “[…] a species midway between the legitimate proprietors of [America] and the Spanish usurper” (411). “Usurpers” meaning a position that is held by forces which entails an unwanted or uninvited relationship. It is because of the Europeans, as stated by Bolivar, that “we have to assert [European] rights against the rights of the natives, and at the same time we must defend ourselves against invaders [which] places us in a most extraordinary and involved situation” (411). Serfs are classified as a member of the lowest feudal class with a status so low that it makes it harder to gain freedom. Bolivar does not agree with absolutism which he feels is another form of slavery. His idea of governance for Latin America is one that is “organized as a great republic”, but he sees this as impossible. Bolivar expresses that it would be nice to have “an august assembly of representatives of republics, kingdoms, and empires to deliberate upon high interest of peace and war with the nations of the other three-quarters of the globe. Models for post-revolutionary Latin American government are born of the complex economic and social realities of 17th and 18th century Europe. From the momentum of the Enlightenment came major political rebellions of the elite class against entrenched national monarchies and systems of power. Within this time period of elitist revolt and intensive political restructuring, the fundamental basis for both liberal and conservative ideology was driven deep into Latin American soil. However, as neither ideology sought to fulfill or even recognize the needs or rights of mestizo people under government rule, the initial liberal doctrine pervading Latin American nations perpetuated racism and economic exploitation, and paved the way for all-consuming, cultural wars in the centuries to come.

When Bolívar reached Huánuco, he needed to climb the summit of Cerro de Pasco to reunite with the other Spaniards on the other side of the summit. It was a very difficult path to take; it was fourteen thousand feet above sea level and the thin air was difficult to breathe. For over six months, Bolívar’s troops made their way through the rough land, creating paths and trying to find the easiest routes to take in order to make it through. As Bolívar’s army made continued traveling across the difficult land, it became impossible to avoid the discomforts of the land. “At times, the pathways along precipices were so narrow that they admitted only one person at a time; often, soldiers were overcome by debilitating bouts of altitude sickness, sun poisoning, radiation. A march through a stinging snowstorm could cause temporary blindness; a slipper path could send a soldier into a chasm” (Arana, p. 622). Throughout the harsh conditions of the road to independence, Bolívar along with his troops persevered the entire time. They endured and persisted until the job was done and they were able to reach their destination. The entire reason they all thought the dangerous conditions were worth enduring was because they knew the importance of independence. The demand for independence occurs when a large group of people feel discriminated by their governing body. Bolívar’s goal for the revolution was to take “…total control of the army and government, the freedom to grow and sell tobacco, elimination of the sales tax, free trade with foreign powers, the end of gold and silver exports, the freedom to establish an army, absolute equality between people of all colors, eradication of the Indian tribute, and the abolition of slavery” (Arana, p. 87). Vargas Vila’s speech, “Facing the Barbarians” is about his view of American imperialism. The speech takes on a very angry tone. He explains that the Americans revel in their victory of conquest, leaving the Latin Americas weak, defeated, and afraid. He views American imperialism as conquest, invasion and extortion. He believes that the Americans are, “an arrogant and voracious race, hungry for [their] territory, fixed on conquest.” In other words he doesn’t see any benefits to the American’s having power over their country. Simon Jose Antonio de la Santisima Trinidad Bolivar was born in Caracas on July 24, 1783 to don Juan Vicente Bolivar y Ponte y dona Maria de la Concepcion Palacios y Blanco. Simon received an excellent education from his tutors, Simon Rodriquez and Andres Bello. By the age of nine Bolivar lost both his parents, and was being taken care of by his uncle don Carlos Palacios. At the age of fifteen in 1799 he traveled to Spain to receive a better education. In Spain, Bolivar met Maria Teresa Rodriquez del Toro y Alaysa, they married in 1802. Right after Bolivar and his new wife returned to Venezuela, she died of malaria or yellow fever. Her death greatly effected Bolivar, he vowed not to marry again, and became a political and military figure.
In the late nineteenth and early twentieth century the cultural and societal foundations were laid for the newly formed nations of the America. Both José Enrique Rodó and Jose Marti made large contributions to the development of Latin America through their literature. Both sought to improve and encourage the people of The America’s, however it is Jose Marti who truly succeeds in inspiring a national pride in his writing Our America.
Throughout his life the Liberator set forth many different addresses, essays, letters and other written works in which he always expressed his admiration and aspiration for unity in Latin America. “Bolivar longed for political unity. His ultimate ambition was to have a single nation, a sort of United States, but in Latin America.” Simon Bolivar faced and encountered the many different negative aspects that the Spanish had on his land. The exploitation and overall inequitable form of government which allowed the Spanish to dominate the Americas prevented its inhabitants from defining their own identity and expressing their innermost desires for freedom. Perhaps inspired by the recent revolutions in North America and in France, Bolivar constructed and commanded the Venezuelan War of Independence which was won in 1819 and formally established the Great Colombia which included Venezuela and New Granada. Simon Bolivar’s self-exile to Jamaica caused him to write a letter to the governor of Jamaica expressing his thoughts on the then current condition of Latin America and how he hopes to fix it. Bolivar strongly believed in the ideas of the enlightenment and uses them to justify his claims of action that he hopes to carry out in the continent. In 1895, American citizens took notice of a Cuban revolt against their corrupt Spanish oppressor. The Cuban insurgents reasoned that if they did enough damage, the US might move in and help the Cubans win their independence. Not only did Americans sympathize with the Cubans upon seeing tragic reports in the newspaper, but they also empathized that the US once fought for their own independence from Britain. Spain, in an attempt to suppress insurgency, was spreading the propaganda that if Cuba revolted, its colored supporters would transform the struggle for an independent republic into a racial domination by blacks. Therefore a strategy was needed to reevaluate the black insurgent who was depicted by Spain as the leader of the dreaded race war and the black republic. Through reexamination, separatist writers were able to neutralize that figure into an acceptable component in the making of the Cuban nation. One transformation is of a slave named Ramon, who went from being the cause of the death of Carlos Cepedes’, the leader of the first insurrection, to a faithful and trustworthy servant.
