Should Internet users be responsible for controlling how they use the Internet? Have you ever seen a stray animal on the side of the road and thought nothing of it? It is actions like that and others that continue to make this planet a cruel place for domestic animals to live. Many domestic animals are not created to destroy or harm anyone or anything. They are meant to be surrounded by loving caring humans who want to have a mutually beneficial relationship better them. Animal testing is very cruel experiments conducted on animals to see if a product would be safe to use on humans. These animals are held in cages and are kept there until the scientists figure out which kind of experiment they want to put the animal under. It should seem that this is considered animal abuse but sense the government does it then it is okay. However, it is not okay that innocent animals are held captive and injected among other things, only to see if a product is safe or not and the results can often be fatal.

While it may not be possible to completely diminish animal testing, significant reductions need to be made in order to advance the state of technology and improve overall results. Advancements in medicine must be made without perpetuating needless suffering to helpless creatures. Testing needs to stop; animals don’t deserve any of this painful punishment.

There are many questions being asked if animal research is good or not or if the benefit for us is way greater the abuse of animals. Doing tests on animals can help find ways to cure diseases, but testing on them is wrong. Every year there are tens of millions of animals like rats, dogs, birds, and farm animals that are killed to discover new information on medical discoveries, product testing, and for educational purposes. Many believe animal testing is inhumane because just like humans, animals feel pain as well, but others believe we should not treat animals as moral equals. However, in the recent years there have been new products introduced to decrease the use of animal testing or even possibly completely stopping it.
What reasons or needs would there be to censor the internet? As with written or oral language, all of its information is created in fact by a human, which can lead towards being corrupted, destructive or mis-interupted by another. The Internet is much too complex a network for censorship to effectively occur. It is a totally new and unique environment in which communications transpire. Existing laws are not applicable to this medium. The lack of tangible boundaries causes confusion as to where violations of law take place. The Internet is made up of nameless interaction and anonymous communication. The intricacy of the Internet makes it near impossible to delete data that has been publicized. No one country should be allowed to, or could, regulate or censor the Internet.
The rights put forth by the first amendment protect the Internet. The first amendment states “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof, or abridging the freedom of speech, or of the press, or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances” (Wallace). In layman’s terms, this means that the government does not have the right to take away freedoms that involve speech or the press of the American people. The Internet’s lack of censorship encompasses Americans’ freedom because of the first amendment.
The evolution of the Internet started from the department of defense's project, and rapidly distributed to world wide. With the rise of the Internet age comes with the benefits and the concerns. Because of the easeness to communicate information and displaying data, the first amendment needs to be applied to this communication channel. How are we using and communicating information without offending and harm others? Since the evolution of the Internet, there has been acts from Congress to regulate the use the Internet such as the Communications Decency Act in 1996 and the Child Online Protection Act in 1998. These acts aim to forbid Internet users from displaying offensive speech to users or exposing children of indecent materials. The Internet raises other issues that people might have. The biggest and most debatable topic is the privacy issue. Is the Internet a safe place to protect personal information such as financial information, medical data, etc…? Some people who are computer literate or at least with some experience in software and technology would not trust to release the information on the web or at random sites . As a matter of fact, any unknown or small vendor on the web would have difficulty getting many customers to do business online. Big vendors such as Amazon would want to secure their network infrastructure to protect the users information, so that their server would not be hacked. However, even this style of protecting personal information is not enough. The users demand further protection such as ensuring their information is not being sold to other vendors for misuse, or spam the users mailbox with soliticing.
This paper will examine some of these changes and try to determine if indeed changes are in order. Issues will be presented from the public manager’s perspective and the position of the justice system, relative to their affect upon citizens. Is it necessary to institute some form of desirable control or regulation over the Internet? If so, will an inordinate amount of public freedom be sacrificed in the process? These questions will be addressed, along with analyzing present policy and possible directions for future legislation.
