3.2.2 Elements of regional security in the Middle East At the global level, four factors are discussed, the end of Cold War, the emergence of global threats such as pandemics and climate change, the scientific and technological revolution and its political, economic and social effects, and globalization, its meaning, its most visible manifestation and its impact on the Arab world. At the regional level, the discussion focuses on the role and position of the region in international relation in the post-Cold War era, and patterns of conflict and cooperation, with particular emphasis on the concepts of qawmya, umma and watanya or allegiance to the statein its current configuration. At the national level, the examination was made for the nature of the state, the relationship between the state and its citizens, and the concept of sovereignty and its relevance in the current international context. Peter Jones and the Stockholm International Peace Research Institute developed a report to show the absence of an inclusive regional security system for dialogue and cooperation over security issues. In their view the structure of regional security in the Middle East is given by a number of dimensions and elements that will be illustrated below and then discussed separately: • Political and military dimensions • Role of extra-regional states • Role of sub-regions and relationship between bilateral, sub-regional and global security arrangements • Scope of future Middle East security regime • Institutionalization of the obligations in a future Middle East security regime • Development, economic and social issues as they affect regional security. The state of human development in the Arab Region suffers from a severe shortage of detailed data and information necessary to undertake a comprehensive examination of humn development. Arab socio-economic systems encompase from the perspective of human rights, has three key deficits: freedom deficit, the women`s empowerment deficit and the human knowledge deficit relative to income. Freedom is a concept intractable to measurement, a way is to look at a set of aspects of civil and political freedoms, but human freedm is much more than political freedom. Gender empowerment is a critical aspect of human freedom, in arab countries reveals a high deficit in women`s empoerment. Human capabilities in the region are weak and poorly utilised, but the indicators are different from a country to another.
