One point that Chase specifically mentioned as important was “Keeping user profiles limited so that software cannot be installed and the continual monitoring of files and emails for inappropriate content.” There is, however, an unfortunate side effect to this monitoring. Legitimate and useful sites are also being blocked to both student and teachers of the Phoenix Elementary School District (PESD). In the United States, Kindergarten-12th grade schools are required by law to add filters to blocks sites obscene and harmful to minors. This requirement comes from a federal law enacted by congress called the Children's Internet Protection Act (CIPA). This law is indeed important for the safety of children at school. However, it only requires that there is sufficient monitoring it does not specify what specific sites should be monitored. Therefore it is up to the school to decide.
An example of a possibly legitimate site that is currently being blocked by PESD and many other schools is YouTube. This is blocked for both teachers and students. YouTube contains helpful how-to videos, current events, and educational content that could prove a valuable asset. While it is true that offensive content can be found on YouTube, we submit that at least the teachers should have access to YouTube, web 2.0, and other legitimate sites. They should also be able to grant access to their students on a case-by-case basis.

...ict it may take days for someone come on site to assist. A quick solution to this issue would be to hire more technology staff. They might even want to hire on-call technicians instead of fulltime staff, as long as there is somebody available to assist the faculty and staff when needed.
If they are truly limited in the amount of staff they can hire, they may want to lighten the load of the workers by investing in cloud computing. For example, the free Google Apps for Educators could lighten the load tremendously. This service, provided by Google, gives teachers and even students email, Google Docs, web site creation, and scheduling all for free. This could eliminate the need for expensive email and document servers and software. More importantly, it could take the focus off of server administration and more on teacher and staff technology development.
The type of content usually censored is sexual or violent things but Ballaro states, “Some bans (and the filtering software used to enforce them) eliminated access not only to pornographic materials but also to legitimate health and medical information” (Ballaro 1). If someone were to become sick, looking up symptoms on the internet is not the most efficient way to go about finding out what sickness they have, or what kind of treatments there are. Going to a professional would ensure that they get the correct diagnosis and treatment. Everything on the internet can be changed and not knowing the accuracy of a source is going to make the search more or less accurate. Children are also a big part of why things are censored. In the same passage, it is explained,“Opponents of Internet Censorship argue that education, not censorship, represents the best means of protecting children…” (Ballaro 1). Telling someone not to do something will just make them want to do it more. Educating kids on the dangers of the internet will not stop them from going on the internet. Protection children from all scammers and hackers, not just to mention explicit material, would also be challenging considering the internet is changing rapidly each day. Since the internet has been available in schools and libraries in this country, there has been a debate about what should be accessible to users, especially minors. The amount of information disseminated on the world wide web is vast, with some sources valuable for scholarly and personal research and entertainment, and some sources that contain material that is objectionable to some (ie. pornography, gambling, hate groups sites, violent materials). Some information potentially accessible on the internet such as child pornography and obscenity is strictly illegal and is not protected under the First Amendment. Some information available on the internet that may be valuable to some is at the same time perceived to be worthless or potentially harmful to some. For libraries serving the public, there has been controversy on the issue of providing the internet, free of censorship or filtering, to users. While some librarians and their professional associations align with ideals of free and unfiltered access to all information provided by the internet, some feel that filtering internet content to exclude possibly objectionable materials is a reasonable measure to prevent potential harm to minors.

The internet is a wonderful learning tool. Of course, like any good thing, the Internet comes with its ups and downs. There are several things that aren’t suitable for any child on the internet, such as pornography, violent material, adult chat rooms, and racist or hateful sites, there are even websites about cheating in schools.
The United States was built on the foundation of freedom. This freedom included the right to express one’s views without prosecution or limitation. This paved the way for the freedom to learn and pursue educational achievements. However, there are times when learning becomes halted in the interest of “appropriateness.” This is in reference to censorship. Censorship, by definition, is “the forbidding, blocking, limiting, or obstructing access to information for whatever reason.”(p248)1 This form of interference can prevent awareness and stint intellectual growth. Therefore, censorship should be used sparingly in education without political or religious motivation because the abuse of censorship negatively affects our education as a whole.
I believe that World Wide Web restrictions should not be allowed. I believe that they are not helpful to the people that use the World Wide Web. I feel that the restrictions on the World Wide Web at school are too strict. At school most sites you try to view are prohibited and they are totally harmless sites. I feel that at school the only restrictions that should be put on the World Wide Web are restrictions to pornographic sites. Even these sites should not be blocked because some harmless sites have web addresses that would seem like a pornographic site but end up being a totally harmless site. With the block at school some of these harmless sites are blocked and therefor limiting the web user who made need information from sites like these. Most students know better than to visit pornographic sites at school. So this block that forbids students to visit most sites just hurts the students learning ability in some cases. There should not be a block on the World Wide Web at school and if a student does visit a pornographic site then they should be prosecuted or disciplined.

The school has installed a program so that if the kids were to access prohibited cites an automatic alarm would notify Education Queensland’s network administrators. By taking control of the cites that the children can visit, the school system is helping to keep the children from visiting undesireable cites.

As a teacher it is my responsibility to keep my students safe but what is more important is to teach them about the social, ethical, legal, and human issues surrounding the use of technology. From the first day of school when I introduced our year out came the special online user agreements for the various Web-based projects we did. The students had to get them signed by a parent or guardian before we got started. This was along with the general Internet agreement they signed the first day of school, in some cases when they started Kindergarten. I felt that by sixth grade students should take more responsibility for their actions when using technology. It is also my responsibility to follow laws for children under thirteen. This can make it difficult to do everything I would like to as a teacher in the online world.
