The United States’ government has always had a hand on our country’s housing market. From requiring land ownership to vote, to providing public housing to impoverished families, our government has become an irremovable part of the housing market. The effects of these housing policies can affect American residents in ways they might not even recognize. As several historians have concluded, many housing policies, especially those on public housing, either resulted in or reinforced the racial segregation of neighborhoods.

Downs has sought to dispel myths surrounding housing policy. The first myth he debunks is the myth that all government-sponsored urban policies have failed. Downs believes that although they had resulted in greater hardships for poorer neighborhoods, the policies have given great benefits to a majority of urban American families. While he does not consider these policies to be a complete success, he refuses to call them failures due to the fact that they did indeed improve the standard of living for most of urban America. Downs also calls to our attention the effect of housing policies on the number of housing units. Starting in 1950, housing policies were aimed at ending the housing shortage until focus was shifted to low income households in the midst of the Vietnam War. To Downs, ending the shortage was important because it was affecting the American way of life. Couples were delaying marriage, extended families were living in one home, and overcrowded housing led to overcrowded local facilities, such as schools. Jackson highlights the steps taken by President Hoover’s Administration to avoid being forced into the creation of American public housing. He leads us through the fight to prevent public housing into Franklin D. Roosevelt’s presidency, where we get the Federal Housing Administration and the Veterans Administration. Jackson argues that these two administrations revolutionized home financing. At this point, Jackson shows us how prejudices and a perceived need for segregation influenced the Federal Housing Administration, which gives us the phenomena observed by Mohl in his articles. Further along in his article, and after a case study of St. Louis, Jackson makes the assumptions that the federal policies not only favored the suburbs, but also preferred neighborhoods given a “B” grade. He also claims that private lenders were influenced by the Federal Housing Administration. Moving on into the second half of his article, we see how public housing got its start. Jackson notes that while public housing was successful in providing affordable housing to poorer Americans, it was less than successful through the eyes of its supporters.
