The development of a comprehensive Communications Plan is critical to the overall success of this project and the acceptance of the Environmental Assessment (EA) and construction activities by the public and regulatory agencies.
We are proposing a comprehensive Communications Plan that takes into consideration the results of a thorough stakeholder sensitivity analysis and is conducted in three stages. We intend to engage all stakeholders and regulatory agencies through various forms of communication across multiple mediums. Stage 1 will be conducted during the Environmental Assessment (EA) Phase of this project and will consist of two major activities:
• An Information Bulletin announcing the Environmental Assessment (EA) required for the project and the project’s goals, objectives and benefits to the Regional Municipality of York and the Town of Newmarket. To-date, we've not had any issues or environmental concerns that directly effected nor incidentally impacted my community. Nonetheless, I think a great method to improve the public's awareness of the range of accessible information would be best to be advised of (or, reminded about) the website when the local news forecast relates to environmentally-related health issues. Additionally, if the K-12 education sectors are uninformed, they should be appropriately included on a rotating schedule. Children are natural “monitors” to help adults remember such matters. Plus, I imagine it would be excellent environmental educational “training” for successive generations.
This Environmental Impact Statement and its enclosed project alternatives can be reviewed for project approval as well as any additional scoping that may be necessary. The preferred build alternative should be selected because of the low environmental impact and beneficial economic benefits compared to the other build and no-build alternatives.

The literature reveals many conflicting theories on the relationship between homeownership and civic participation. While most scholars agree that homeownership increases civic participation, the underlying reasons explaining this causal relationship are often contradictory. Contemporary scholarly interest in this topic seems to be motivated by the recent sub-prime mortgage crisis and historical policies that have promoted homeownership in the U.S. Other noteworthy trends include differing operational definitions of civic participation and efforts to increase social capital and civic participation in lower income urban neighborhoods. The following summary offers a snapshot into the literature’s most prevalent themes concerning this topic.
Environmental impact assessment (EIA) entails a multifaceted appraisement of the possible aftermath caused by a project or action on the surrounding man-made and natural environment (Wood, 2003). This systematic process requires the involvement of all interested stakeholders in the process and the public, in order to achieve a widespread consent on the planned project and mitigation strategies proposed [European Commission (EC), 2014].
Our Congress created the National Environmental Policy Act (NEPA) in 1969 in order to establish an environmental foundation for mankind. This policy endorses harmony between humans and the vast ecosystems surrounding them. To obtain this goal and provide our future with resources as well, NEPA is separated into two titles. The first title declares the policy in detail while the second title focuses on the Council on Environmental Quality. The CEQ oversees the effectiveness of current methods, the reactions of the environment to those methods, and implements revisions as necessary.

Environmental impact assessment (EIA) is the evaluation of the effects likely to arise from a major project (or other action) significantly affecting the environment (Jay, et al., 2007). It is a systematic process for considering possible impacts prior to a decision being taken on whether or not a proposal should be given approval to proceed (Jay, et al., 2007). Consultation and public participation are integral to this evaluation. EIA is thus an anticipatory, participatory environmental management tool (Jay, et al., 2007).
The Public Choice For some parents, deciding on a school for their children can be a difficult decision. Many parents do not spend much time thinking about it; they place their children into the local school designated by where they live. Others attended a private school themselves and found that it was a beneficial experience and therefore want the same for their kids. But which is better: private schools or public schools? While there are many advantages and disadvantages to each (nothing is going to be absolutely perfect), we are going to focus on the benefits of an education in the public school system, or in other words, schools funded by the government that are for anyone to attend.
Participation can be seen as “the inclusion of a diverse range of stakeholder contributions in an on-going community development process, from identification of problem areas, to the development, implementation and management of strategic planning” (Schafft and Greenwood, 2003, p. 19).
The stages of conducting the EIA process include scoping, analysis of the impacts, finding mitigation measures and impact management, evaluation of the significance and effective implementation of the project (Wathern, 1988). The application of the EIA requires a collective approach especially carrying out the process in public projects.
