The current issue is whether the public administrator may want to be the object in the process of democratization. The empirical answers given to the question has two versions. The role of the public administrator in resolving various issues dealing with the process of democratization is quite significant. For example, in developing countries, governments deal with issues on how to reconcile the contradiction between industrialization, new democratic culture, and traditional culture in the country's efforts to develop the economy. To resolve the issue, public administration experts were instrumentally helping decision-makers in developing countries to cope with the complex administrative reform using a strategic planning approach. Among the various historical Public Administration personalities, Wilson (1887) has presented the many facets of what and who a Public Administrator was and should be. He initially identified the Public Administrator as the absolute ruler like a king in a monarchy, a tyrant, despot, monopolist/s or oligarchs. When the absolute rulers were overtaken by “popular control”, the administrator would refer to the state, the sovereign people or popular sovereignty or popular rule. Governor was another term used to denote administrator, acting as a servant (civil servant) of the governed – great office of public trust. This essay will discuss the mainstream and critical perspectives of bureaucracy and post-bureaucracy. It will begin by examining the characteristics of bureaucracy and then compare the mainstream and the critical views. Post-bureaucracy will then be discussed using the same structure.
Woodrow Wilson’s purpose in writing “The Study of Administration” is to bring awareness that the government systems in place need to be re-evaluated and improved. Wilson encourages we need to examine the history of administration set forth by others in determining certain needs to be accomplished in effective ways and methods. Wilson’s desirable outcomes for research within the public administration field are for government systems to become more productive and organized.
Frank J. Goodnow’s “Politics and Administration,” infers that politics and administration cannot be divided and are in need of each other to function. However, politics are superior to administration. Goodnow’s further analyzes and identifies three forms of authorities that enforce and implements states will. The first responsibility of authority is to respect the right of the people when conflicts ascend between either private or public matters. The second is judicial authorities also referred to as executive authorities that ensure the needs and policies of the state are executed. The third authority also referred to as “administrative authorities,” focuses on the mechanical, scientific and business authorities pertaining to the government.
The role of the management now is to examine the performance of employees as per the standards set. The attention is on future rather than on past. They check progress regularly and over a set period of time. There is external and internal control in this system with routine

When I understood how public relations work naturally, it forced me strongly to study and comprehend the complex theory of politics. After having completed my Bachelor’s Degree, I decided to excel in this field by completing a Master’s degree.
Public Administration involves the development, implementation and management of policies for the attainment of set goals and objectives that will be to the benefit of the general public. Since Public Administration involves taking decisions that affect the use of public resources there is often the question of how to utilize public resources for maximum public good. The National Association of Public Administration has identified four pillars of public administration: economy, efficiency, effectiveness and social equity. These pillars are equally important in the practice of public administration and to its success. This paper seeks to explain the role of each of the pillars in the practice of public administration.

However, due to budget cuts, limited staff members, and inexperienced leadership, organizations often times find themselves unable to find the magic bullet to solve the major problems.
