Public Administration Role in the Implementation of Bureaucratic Reform in Indonesia

The current issue is whether the public administrator may want to be the object in the process of democratization. The empirical answers given to the question has two versions. The role of the public administrator in resolving various issues dealing with the process of democratization is quite significant. For example, in developing countries, governments deal with issues on how to reconcile the contradiction between industrialization, new democratic culture, and traditional culture in the country's efforts to develop the economy. To resolve the issue, public administration experts were instrumentally helping decision-makers in developing countries to cope with the complex administrative reform using a strategic planning approach. O'toole (1997) made a conclusion regarding the role of public administrators. Administration is currently developing as a very positive role in the process of democratization because it is no longer too hierarchical but more like a network. This tendency poses a very positive implications and important for the democratic development includes within it the responsibilities of the dynamic fulfillment to the public preferences, expansion of the public interest, and liberalization. Public administration with this kind of network will capable to address the issue using a democratic management, so it can strengthen governance opportunities which relies heavily on shared values as well as the actions of the public administration. If the administration is the core of the government, the theory of democracy should include administration in it. In other situation, to be a catalyst for the administration process, public administration cannot be expected. Guidelines and technical instructions of bureaucratic reform expected to be completed and implemented. In line with the expansion of the bureaucratic reform on local government agencies, the socialization and assisting the local authorities constantly improved. The implementation quality of bureaucratic reform monitored continuously by the Quality Assurance Team, especially in its effects on performance and public services improvements.
