English is an international language that is used by the majority countries in communication, business, education, diplomacy, technology, and international organizations. Many countries agree to use English as a global language (Graddol 2006:87). Speakers who are using English more other languages to be the center of communication around the world. The globalization of English influences Thai education; consequently, Thai speakers cannot deny all significant trends around the country. However, we must survive in the competition with others, English language is thus necessary in education. It is a key to improve students’ language knowledge (Paradapat 2011). Thailand uses English language in developing for two aspects. First, English is an important language for Thai citizen in developing the capacity to enhance the international standards. Thai speakers also see others around the world speak English and use it is the universal language of communication in many places. In addition, the speakers who speak English have more opportunities of career achievement. Secondly, English is international language that Thailand needs to improve in education because it is a term of successful goal of ASEAN community in the year 2015. Moreover, English is an official language that using in ASEAN for communication and it affects Thai speakers to improve knowledge of English skill to compete in the economy with other countries (cf.Wright, 2007a; Phillipson, 2003; Tosi, 2003). Even though English is an important language, many countries have languages that represent their cultures; including Thailand has Thai language as a symbol to identify a beautiful culture. The main goal of retelling is telling of the stories meaning by learning interactive and cooperative in class. Interaction of retelling stories is also depending on psychology that produce to teachers and students in sharing’s mind; and students retell the story from the ability of retelling stories as independently or autonomously (Teale, 1984). Therefore, this study investigates the use of retelling stories technique to develop speaking English ability and explore of autonomous learning when using retelling stories. Moreover, speaking English is quite important in communication because many foreign countries speak English. In 2015, Thailand will be participated in ASEAN Community to do a commercial market with other neighbor countries that Thai students should improve speaking skill to speak with foreigner (Sriprachayakul, 2013).

According to sociolinguistic point of view, Thailand is considered the “Diglossia Society”, where there are variety of languages use to serve a specialized function and are used for particular purpose. The purpose of the different language is to serve the different types of people. The standard Thai language is used with normal domain or normal people. Even though there are advantages as well as disadvantages, the need for international language for communication, politics, economics and security is necessary and English is the best “language candidate” for that function. English is a language spread all over the world and it is used by millions and millions of speakers. According to my opinion, people should use English as a tool to communicate with all cultures but every country must keep their culture and language is a great part of it. Graduates also need higher English proficiency for job-related tasks and also to express themselves clearly and fluently. It is because English is the world lingua franca. Furthermore, the authors are studying on the factors that cause the decline in English proficiency among Malaysian graduates which are included the little attention is given on the language, the use of English does not happen at surroundings, English is not spoken all over Malaysia with equal frequency, English language is not compulsory to be passed in examinations and the English teachers are not able to encourage learners to use second language for oral communication outside the classroom. The factors mentioned are logic and relevant, however the authors have not listed out the research or data that could support their ideas. Despite that, the ways suggested to improve the English proficiency among Malaysian graduates are critic and practicable.
