Thirdly, the practice of capital punishment reduces a great number of very grave criminal activities in society, and it is the only way to ensure offenders one hundred percent will not commit again. As it known to us, the main task of prisons is to reform criminals and remolding their personality that they can return to society as a normal person. However, it is too difficult to achieve that goal. There are many people who commit crimes on the spur of the moment, they can be transformed easily. On the contrary, there are still many criminals who go prison without remorse. Arthur initially killed two children in northern New York and was arrested and sentenced to 14 years in prison, then he wasreleased in 1987. From this case, we can find that the prison reform of criminals is not completely effective, and there must be some criminals who cannot be reformed. Reforming criminals is a good idea, but the most important thing is whether they can be reformed, because we can’t bear the harm of the failure of their reformation —— more people will be killed. Actually, we use capital punishment to treat them, not only for punishment, but also to protect more innocent person from being tortured, hurt and killed. So, we can't get rid of these potentially unavoidable hazards by prison reform. If we abolish capital, then life imprisonment will become the highest penalty, but life imprisonment is equivalent to giving the death penalty a chance to return to society. In the period of execution, a criminal sentenced to life imprisonment may have commutation of sentence if he has repented or rendered meritorious service, and after serving two years. According to Chinses Commutation Law, the performance of repentance, or meritorious service, can be reduced to twenty years more than twenty-two years of fixed-term imprisonment. If you have major meritorious service, then you can be reduced to fifteen years more than twenty years of fixed-term imprisonment. (Chinese Commutation law ,2016). We can’t make sure that the criminals will not commit crimes again, and if they kill people again, our arrest will be harder.
