The issue why people are against pollution prevention is because of long legislation bureaucracy that costs time and money, and the cost of implementing pollution prevention. Often before greener ways can be practiced they have to be passed through congress. The congress has to approve or disapprove these processes. No one can come to an agreement in congress, so these bills are delayed and by the time they are passed the problem with pollution is far worse than before. Max Baucus, chairman of the environmental protection subcommittee published a document that said “the clean air act of 1970 took many years take action it, set stand standards and deadlines for the auto industry to be based upon”.
