Every year, cybercrime costs businesses $400 billion and by 2019, cybercrime will have cost the global economy 2.1 trillion dollars (Morgan 1). But, economic loss isn’t the only problem caused by weak cybersecurity; weak cybersecurity measures could allow hackers to collect data on citizens, cause widespread death, and destroy entire nations. Despite the massive threat the problem poses, no one has yet to institute an effective solution. In recent years, many possible plans to enact government regulation to improve cybersecurity have been suggested. Most recently, in 2017, then U.S. president Barack Obama implemented the Cybersecurity National Action Plan (CNAP). The plan would have invested $19 billion in cybersecurity by gathering experts to make recommendations in regards to cyber security, help secure the government IT group, and encourage more advanced security measures (Daniel 1). However, while CNAP does present a way to solve the problem, it just adds another program that attempts to enhance cybersecurity: “It is the multiplicity of programs and division of responsibility that diminishes their effectiveness. At least eleven federal agencies bear significant responsibility for cybersecurity” (Cohen 1). Every so often, another cybersecurity program will be established, but former plans are seldom removed. This leads to a large amount of departments to share responsibility, which creates general confusion and limits each department’s power. Furthermore, widespread government regulation may weaken cybersecurity. Many fear that any regulation would not be flexible enough and would instead allow easier hacking (Ridge 3). It is unrealistic to imagine that the copious amount of departments responsible for cybersecurity are able to adequately protect the country; therefore, the government needs to form one department that can be responsible for all cybersecurity problems and cyberattacks. When forming this new department, resources from other groups that currently share responsibility can be moved in order to decrease the amount of resources needed for the new group. But, it is also unfathomable for the government to be responsible for all cybersecurity as “... the reality is that while the lion’s share of the cybersecurity expertise lies in the federal government, more than 90 percent of the physical infrastructure of the Web is owned by private industry” (McConnell 4). The threats to security from the United States Department of Defense, the national power grid and the Chamber of Commerce are very real and omnipresent. The Defense Department made an admission of the first major cyber attack upon its systems in August 2010. It was revealed that the attack actually took place in 2008 and was accomplished by placing a malicious code into the flash drive of a U.S. military laptop. “The code spread undetected on both classified and unclassified systems, establishing what amounted to a digital breachhead.” (2) This quote, attributed to then Deputy Defense Secretary William J. Lynn III, is just part of the shocking revelations that were disclosed in his speech made on July 14, 2011.
New York City Mayor Bill de Blasio’s video announcement that city schools were starting a new program that will bring computer science education to all students is late. America is dragging where it should be exceling. Less than 10 percent of the city’s schools offer computer science education and only one percent receive that education. New Yorkers should still applaud their mayor for taking on this monumental task that states should have addressed years before this announcement because New York City isn’t alone in this failure, only one in four U.S. middle and high school principals report offering any computer science education in their schools.
One of the biggest burdens when it comes to homeland security is the cost to run the program. It is a known fact that the United States will always be an ideal target for terrorism. We cannot just sit back and do nothing; terrorists will take any opportunity to prove their ideals. Also, the United States has many natural disasters to contend with. The main ways the government watches people today is with cell phone, social media, and email surveillance. Should they be able to invade our privacy? Maybe. Clearly, cybercrime is a problem because it puts internet users at risk of being taken advantage of or harmed.
