Homelessness has plagued the Metropolitan Los Angeles area for decades. The most recent reports have established that the current number of homeless people is approximately 43,584. You are very knowledgeable in the matter, having been relentlessly working to solve this chronic problem since the first time you volunteered on Skid Row at the age of fourteen. You announced that you plan to alleviate the homeless issue by adopting policy reforms you have termed as the three pillars, consisting of: expanding the capacity of the Coordinated Entry System, constructing more permanent housing, and addressing the origins of the problem. With that, you may need to frame your position so as to address the skeptics’ worries. One of the biggest concerns, as is with most contract-related measures, is that people are apprehensive that the primary beneficiaries will be the developers who are the most politically connected. To confront this problem, I recommend a nonpartisan oversight committee is created and given the task of awarding contracts. They should have some criteria that have the city’s best interest in mind; such as cost effectiveness, efficiency, and employment of local companies.
