On 03/05/17, at 2:26pm, I Deputy Warden N. Christian was dispatched to 2482 Dawnlight Ave on a dog on dog or cat attack, no known owner. I arrived at the location and spoke to Noelle Lamp. Ms. Lamp stated that she let her cat outside when two tan pit bulls running loose came on her property and attacked her cat. Ms. Lamp was able to scare the dogs away from her house. Ms. Lamp contacted Columbus Police Department (CPD) who in returned contacted Franklin County Animal Care and Control (FCACC). I was advised by CPD Officers that they talk to a few dog owners down the street that have pit bulls and was determine those were not the dogs that attack Ms. Lamp cat. On June 20, Charlotte Alter posted an article on TIME website titled, “The Problem with Pit Bulls”. In her article she starts with an event that happened to a three year old little girl that was attacked by three Pit Bulls. The little girl and her family were in KFC and one of the employees asked her to leave because her face was “disrupting their customers”. Half of the little girl’s face is now paralyzed and she has also lost her vision in one of her eyes because of the three Pit Bulls that attacked her. Her grandfather killed the three Pit bulls that attacked her; however her grandfather is now facing charges of child-endangerment. On 04/14/18, at approximately 1:30pm, I Deputy Warden N. Christian with Franklin County Animal Care and Control (FCACC) was dispatched to 235 N. 18th St on a nuisance dog investigation (dog owner's address). I arrived on scene at approximately 1:56pm. I met with victim Robert White. Mr. White stated he was walking in the alley behind 200 Block of Monroe Ave. A white male had a black dog approximately 6 feet away from him. As he continue to walked through the alley, the dog tried to attack him. Mr. White stated the dog was on a "retractable leash" but Mr. White noticed that the dog owner had extended the leash to the point that the dog was close enought to Mr. White. The general public has a lack of understanding of animal hoarding. Many citizens do not realize that anyone can report abuse (Donaghey 2011). There are “…900 to 2,000 new cases [found] every year… with a quarter million animals falling victim” in the United States alone (Animal). If every hoarder has a neighbor on either side there are at least 4,000 witnesses to these crimes yearly. One reason for witnesses not reporting cases is the unknown fact that hoarded animals “range in species from cats and dogs to reptiles, rodents, birds, exotics and even farm animals” (Animal). Hoarded animals show signs of abuse which witnesses can detect such as heartworms, embedded collars, beaten, social issues, emaciated, or if they generally look unhealthy (Donaghey 2011).
