Policy Issue A Parental Child Safety Placement (PCPS) is a temporary out-of-home placement that a parent(s) can make once it determines that the child not is safe being in the home. The PCPS is short term placement those last no more than 90 days (Services, 2015). There are estimates that 61 percent of infants and 41 percent of older children in out-of-home care that are from families with substance abuse (Wulczyn, Ernst, & Fisher, 2011). FBSS do not consider that children of the substance abuse families’ need to stay in PCPS longer than other children. PCPS only wants to help the families for 90 days. Case management is unitizied by CPS to help families reach a better outcome. Case management emphasizes decision-making management and provision of services. The caseworker collects and analyzes information, arrives at the decisions at all stages of the process, organizes services from other professional, and directly provides supportive services. The caseworker is responsible for selecting providers and arranging the appropriate services.They also measure progress toward achievement of the outcome goals and maintain records to document client progress and ensure accountability (DePanfilis, 2006).
