There are a couple of political variables that are non-statutory that can cause a shift in the objectives of the public policy. Statutory policies are those that are not required by the law but are considered the common law. Media attention to the problem is one of them. A lot of times you might find that the media is involved in public policy issues. Since media sole purpose is to collect information and broadcast to the public, incorrect information may be collected which may in a way completely change the meaning to a public policy causing a derailment. In the case that the public policy was sound and valid, a rejection by the public might cause it to appear differently.
