Movie: The Caine Mutiny - Evaluating the Performance of a Government
Governments are an essential and important part to our everyday life, and without, there would be no control or leadership. Governments are sanctioned to constitute and systemize the interrelationships of the people with their divisional bounds, the relations of the people of the community as a whole, and the arrangements of the community with other political entities. In the movie, "The Caine Mutiny", a form of government plays an important role to everybody aboard the ship. There were certain hardships with the configuration of the government, and in this case, the government was the captain. Although the captain didn't go directly against the Naval Regulations, the crew thought that he was incapable of holding this position as captain. With all of this happening, it was hard for the sailors aboard the ship to appreciate the form of government and their leader.
The constitution for many countries, hold the rules (may be written, or not written) to which a government must obey. In this scenario, the Naval
Regulations were intended to be followed upon and consented to. If a government is fulfilling its basic functions, then it is properly following the constitution, but if it isn't ensuing the constitution, then the fundamental purposes aren't being achieved. Within the constitution, there is power granted to impeach the leader if he/she is not implementing their primary services. In the movie, we see captain Queeg as one who is incompetent of achieving his job as the leader. Captain Queeg can be easily compared with Charles III—king of
England during the Revolutionary War. He was old, and powerful, and with authority, but also wrong. Captain's new position angered many sailors aboard the old battle ship with his strict and reserved mannerisms, and the way he handled many situations gave the sailors fair reason to be easily infuriated.
Overall Queeg portrayed a very futile leader as head of the government on the ship. There are many possible risks that one can come upon if they decide to change governments. There is always the risk of a failed government which could be at the worst disadvantage to anyone and everyone. Once a government fails, it can easily be trampled over and picked upon by another country. The power can be lost by everyone in their country and can be difficult to gain back. The change in governments can also effect the people of the country, because it will most likely be at a disadvantage to some people because not everyone is easily satisfied. In Chapter 69, the narrator vividly describes the image of a recently captured, decapitated sperm whale bleakly floating about near the Pequod while sharks and birds feast upon its dead remains. Despite the degrading imagery of, “the air above vexed with rapacious flights of screaming fowls, whose beaks are like so many insulting poniards in the whale,” the whale has still, “not perceptibly lost anything in bulk...it is still colossal,” (257). In the spite of its crude carcass, there is still human wonderment in regards to the indisputable massivity of the whale. However, the whale is not considered to be enormous just because of its literal size, but also because of the long-lasting effect its dead body will have on future ship encounters. It is the duty of a ship captain to avoid steering a ship into dangerous territory--the most common of which would be large rocks near the shore. In the lines, “...the whale’s unharming corpse, with trembling fingers is set down in the log-- shoals, rocks, and breakers hereabouts: beware!”, (257), the sperm whale’s carcass is often mistaken for rocks and, so, it necessarily follows that, “for years afterwards, perhaps, ships shun the place; leaping over it as silly sheep leap over a vacuum…” (257). The paragraph continues with the lines, “there’s your law of precedents; there’s your utility of traditions; there’s the story of your obstinate survival of old beliefs never bottomed on the earth…” (257), which reinforce the idea that since the sperm whale is already seen as being frightening and mysterious, its dead body ensues the same kinds of paranoid, uneasy thoughts. The Declaration was idealistic the Constitution realistic. That 1776 gave us liberty and 1787 gave us order. Although as unfair as it may sound this seems to be true. After gaining liberty this country had to establish a system that would have order.

Mexico is currently in a transformation to help the country grow both economically and politically with the current president taking extreme steps to move ahead.
Introduction: Recidivism or, habitual relapses into crime, has time and time again proven to be an issue among delinquents, which thereby increases the overall juvenile prison population. This issue has become more prevalent than what we realize. Unless a unit for measuring a juvenile’s risk of recidivism is enacted and used to determine a system to promote effective prevention, than the juvenile prison population will continue to increase. Our court system should not only focus on punishing the said juvenile but also enforce a program or policy that will allow for prevention of recidivism. So the question remains, how can recidivism in the juvenile prison population be prevented so that it is no longer the central cause for increased juvenile delinquency? Simply put, we must create a means of measuring juvenile’s level of risk and in turn, form an effective rehabilitation program that will decrease their risk level for future recidivism.
2. Economically they are at a high risk of losing what little they already have.
Millions of people have heard about the massive ship that claimed to be ¨unsinkable¨ (Callery 14). The ship exploded with excitement and hope for the passengers. Travelers from various different lifestyles and incomes came together for one purpose, to glide across the ocean one wave at a time. Passengers onboard the Titanic had no idea what they would encounter or the fame that would come out of this already famous ship. No one expected the tragedy that would take place in the middle of the ocean. The structure, passengers, and the sinking of the Titanic made it one of the most famous ships of the twentieth century.
The sinking of the Titanic demonstrated the concept not only of the privileges of being a first class passenger, but also the responsibilities that duty implied. Although, the Titanic brought many of her passengers with her including profuse of her lower class. According to Cummins, Captain Smith was aware that the ship would sink, and lack of communication hindered the expulsion and increased the number of fatalities (Cummins). Smith knowledge of the collision increased the numbers of deaths, especially for the lower class.

“...the TItanic hit the iceberg at 11:40 pm and sank at 2:20 am” (Lord 173). April 12, 1912 marked the night the RMS Titanic vanished into the vast Atlantic Ocean. The Titanic only had enough lifeboats for ⅓ of the 2208 people on board. This survival rate is so meager because the appearance of the Titanic was more salient than its passengers’ safety. Captain Edward Smith figured all the necessary amount of lifeboats would look “cluttered” on deck. The Titanic also had the prominent title of “unsinkable ship” because of that, the captain thought lifeboats wouldn’t be needed but indeed they were. The impact of the lifeboat shortage on the Titanic forced the captain to call the BirkenHead drill, caused men to dress as women, and brought passengers to participate in bribery.
Morehouse sent a boarding party to the ship. Below the decks, the ship’s charts had been tossed about, and the crewmen’s belongings were still in their quarters. The ship’s only lifeboat was missing. Three and a half feet of water was splattering in the ship’s bottom, though the cargo of industrial alcohol was still mostly there. There was a six-month supply of food and water—but no one to consume it.
In conclusion, the Titanic’s sinking is among the many great and tragic accidents to occur at sea. Not only was it the biggest and most luxurious vessel at the time, it was also the most ill-fated cruise ship as it sailed its first and last voyage. Along with the sinking, more than half of its passengers would be buried at sea. This introduced a new idea that people began to understand even the greatest technology is not perfect, and there is no such thing as an “unsinkable ship.” Its rediscovery and production of the movie years later would reawaken the desire to know all that happened on “that fateful night”. The Titanic will continue to lure people for generations to come, since every generation is able to take something different from its tragedy.
