Mississippiville is one of the best cities in the country. It is also like most cities in the United States that have its share of issues. When looking over the past four years of the city of Mississippiville, it is clear to me there are several issues with the police department and community relationships. The lack of leadership among the police department and other officials have made the community and us versus them mentality. I, Phillip Norton, will get to the bottom of the issues that hold this town back and restore it to the city it needs to be. Furthermore, the main challenge for me and the mayor is to gain the trust of the people of this city. The past several years the community feels that it has not been protected or served by the Mississippiville police department. Among other issues, race and mistreatment will also be addressed and we will get the integrity back of this city. My next challenge as The Chief of Mississippiville will be examining the structure of how the police department has been run. The common complaints from officers who have left the Mississippiville Police Department will also be addressed. The mistreatment of female employees and not abiding by Federal law are just some of the issues I will address and fix. When looking at the past complaints of this police department it was not organized with structure. They chose not to go by the law like most police departments.. They have violated many regulations and plenty of officer’s rights with the unbalanced structure of this department. There have also been cases were officers should have been discipline for inappropriate actions and the department decided not to. ...in defending crime and becoming vocal leaders in the community. Every police officer on the force will have a vital role when it comes to community service and policing. The Mississippiville Police Department will make sure all officers are rewarded all benefits, including health and dental. The federal policies will also be enforced, and I will make sure all officers know the full details of each one. It is very important that officers have a place they can go if they need help mentally or physically. Becoming a Police Officer is a very stressful job, and it will be something that will be constantly reminded to officers if they indeed need that help. Finally, I am grateful for the opportunity, to apply for the chief position. With the help of the mayor and the city council we can make this city safer and take the police department forward to where it needs to be.
Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. A lot has changed in the way that policing works over the years in the United States.
There is change trying to happen, in a rural Pacific Northwest police department (PD) that is nestled in the corner of Washington’s Olympic Peninsula. This Department serves a diverse population of 9000 people and encompasses roughly 4 mi.², as well as being surrounded by water on three of those four sides. When evaluating police departments, according to the state and national averages it is undersized for the population it serves. As one would expect it is a department with a long and rich 126-year history JCHS (2014). As well, as with the majority of all municipal departments, it has suffered its ups and downs, as well as suffering and prospering through healthy and poor administrations.
In the interviews Wood (2015) and Balko (2015), medically retired Police Officer and former Marine, Sargent Michael Wood discusses his time on the Baltimore Police Department and the driving factors to police corruption that is drawn from his experience. This semester, we talked about how important it is to keep a positive relationship present between the police officers and the community. This theme really starts to emerge in the book in the chapter called, Across the Racial Divide. “There are cities where “clearing corners” is an accepted administratively supported practice: Officers routinely roll up on groups of blacks in public and order everybody to leave” (Kennedy 2011:143). This contradicts the focused deterrence approach they were implementing in cities, and knowing who were committing crimes, and instead officers racially profiling citizens. Also, this correlates to investigatory traffic stops in Pulled Over. “People are especially likely to look beyond respectfulness when, as is true of African Americans, they are a stigmatized group that is commonly and repeatedly subjected to a process that disproportionately disadvantages members of the stigmatized group, and the members of this group have developed a share knowledge of these disparities and of the process that generates them” (Epp, Maynard-Moody, & Haider-Markey 2014:117). According to Dr. Carl S. Taylor, the relationship between minority groups and police in the United States has historically been strained. Some cities have a deep and bitter history of bias and prejudice interwoven in their past relationships. The feeling in many communities today is that the system pits law enforcement as an occupying army versus the neighborhood. Dr. Taylor wrote about easing tensions between police and minorities, but stated “If there is any good news in the current situation, it is that the history of this strain has found the 1990’s ripe for change.
The Oakland Police Department (OPD) presides over one of the most crime-ridden areas in the nation. Policing Oakland is a challenging task by any measure and there have been many allegations that officers have employed inappropriate policing tactics. (Guardian article). After a gang of rogue police officers in the 1990s was accused of framing and beating suspects, the department was placed on a court-ordered monitor by a district judge. As part of a Negotiated Settlement Agreement, OPD is required to complete a list of “tasks”. The department has received other independent recommendations for reforms. There was a clear lack of accountability in the departments past, which created the impetus for reform. For the purposes of this paper, accountability entails establishing expectations, verifying performance, assessing blame, and sorting responsibility (Romzek 241). In this paper I ask, “Will accountability related reforms be institutionalized?” I evaluate the need for these reforms and use two applicable tasks to analyze reform success. I argue accountability-based reforms has penetrated the police culture and will be institutionalized because of internal support and decentralization, which improve collaboration and present an opportunity to engage with the community.
The Baltimore City police have faced a myriad of problems in the last year. The riots following the Freddie Gray arrest were reported around the country and created a situation where the Governor was forced to call in the National Guard to protect the city. Community leaders report that African American’s are stopped, searched and arrested at a far greater number than Caucasian’s. The Baltimore city police are at an impasse with the community at this time, it is up to the city leaders and the police officials to come up with some real solutions to the issues that can no longer be ignored.
Professor Decarlo stated that “you must make sure you are one with your community and the community would be one with you.” “That is why our community applauded us when we walked in”. Being a police chief, you would want that effect from your community and after feeling like you can’t produce that you start to get scared and or nervous, and feel you’re not the person for the job. When one thinks of police misconduct many not too distant stories might go through our heads. Most adults will remember how they felt when they saw the brutal beating of Rodney King on their local news station; or the outrage they experienced when they heard that the evidence in the OJ Simpson trial had been tampered with. The Task Force made by Barack Obama recommended the analysis of department policies, incidents of misconduct, recent stops and arrests, and demographics of the officers. To conclude, Community policing represents a major development in the history of American law enforcement, but the extent to which this approach is a success and dominates contemporary policing remains a source of debate. In my point of view, community policing is good for communities. It has challenged the traditional concept of the police as crime-fighters by drawing attention to the complexities of the police role and function. In addition to the police officer hard work; citizens can also make a difference and contribute to make neighborhoods a better place to live. For instance, citizens can hold community meetings to talk about concerns and agree on solutions help organize healthy activities for children in your neighborhood, join or starting a neighborhood crime watch program, and talk to your community police officers and share information and concerns.
