Medicare and Medicaid: The basics
Medicare and Medicaid are both complex and troublesome programs, dealing with the health of Americans. Both of the agencies were created in 1965. The goal of the agencies is to provide genuine health care to people of all ages in the United States.
Medicare is a federal health insurance program for people over the age of 65. Adults with certain diseases or disabilities such as Lou Gehrig’s disease also qualify for Medicare. Medicare is divided into four parts: Part A, Part B, Part C, and Part D. Medicare Part A is hospital insurance and it benefits impatient care in hospitals, skilled nursing facilities, hospice care, and home health care. The bill created a Job Corps similar to the New Deal Civilian Conservation Corps; a domestic peace corps; a system for vocational training. The bill also funded community action programs and extended loans to small businessmen and farmers. This helped people to get jobs with good wages.Then came the Medicare Act of 1965 which help people to get better health coverage. “No longer will older Americans be denied the healing miracle of modern medicine. No longer will illness crush and destroy the savings that they have so carefully put away over a lifetime so that they might enjoy dignity in their later years” (1) In 1964 more than 44 percent senior had no health coverage or insurance. Senior citizens were dragged down to poverty as they were not able to pay the medical bills. But after the Medicare Act of 1965 which provide everyone with the medical coverage of all people age 65 and above this issue was almost solved. Along with the Medicare, the Johnson Administration established the Medicaid program to provide healthcare to the poor. Different from Medicare, this Federal-state partnership is largely determined in form and construct by each individual state. Medicare is health insurance for people age 65 or older, under age 65 with certain disabilities and people of any age with End-Stage Renal Disease. There are four subcategories of Medicare. Part A is for hospital stays or, with certain restrictions, at-home care for a limited number of days. Part B is more like regular medical insurance. It covers ambulatory care and physician fees. There is a deductible and are sometimes co-pays as well. Part C is presented as an alternative to parts A and B. It is where private insurance companies can contract with the federal government to offer Medicare benefits through their own policies. Implemented (along with Medicare) as a part of the Social Security Amendments of 1965, Medicaid’s original purpose was to improve the health of the working poor who might otherwise go without medical care for themselves and their families. Medicaid also assisted low income seniors with cautionary provisions that paid for the costs of nursing facility care and other medical expenses such as premiums and copayments that were not covered through Medicare. Medicare was designed as a universal healthcare program for individuals 65 years old and older. This program is funded by Medicare taxes and general federal funding withholding taxes. Medicare is a partnership between federal and state with the goal to provide medical insurance to the elderly that is poor and disabled. Generally all people who are 65 years or older and qualify for social security will automatically qualify for Medicare.

Medicare has four parts A, B, C, and D. Medicare Part A covers inpatient hospitalization, skilled nursing centers, hospice and some home health services. Medicare Part B covers some services not covered by Part A. Typically there is a premium charged for this coverage. Part B Covers medical supplies and outpatient visits. Medicare Part C, also known as Medicare Advantage plans are offered by private insurance companies which are in contract with Medicare. Medicare Part C provides you benefits from Part A, Part B and usually covers prescription drugs. This plan will cover most services. Last is Medicare Part D, Part D is a prescription drug program offered by private insurance companies. Part D allows drug coverage to the original Medicare plan. (Medicare.gov, 2016)
The author identifies some of the federal and state legislators that are also opposed to the Medicaid expansion in the writer’s district. US Senator John Cornyn says that the Obamacare Medicaid expansion program is formed to be wasteful, fraudulent, and abusive to the nation (Cornyn, 2010). According to US Senator Cornyn, “The $3.4 trillion federal taxpayers spend on the Medicaid program is a target for waste, fraud, and abuse. Instead of fixing these problems, the President’s new health care overhaul includes the largest expansion of the broken Medicaid program since its creation in 1965: it’s only going to get worse from here” (John Cornyn, 2010).
Medicare provides healthcare coverage for individuals over the age of 65, in addition, to others meeting certain criteria. The government funds Medicare through the administration of the federal Centers for Medicare and Medicaid and spends billions annually, on the program. Fraud runs rampantly throughout the healthcare program due to the enormous amount of money spent and the large number of people enrolled in the program. Fighting fraud of this nature necessitates diligence by everyone. Protecting oneself entails understanding what constitutes fraud, identifying it, noting suspicious practices, and taking steps towards prevention.

Medicare has two parts, Part A which is for basically hospital insurance. Most people do not have to pay for Part A. In addition it has a Part B, which is basically medical insurance. Most people pay a small monthly fee for Part B. Medicare first went into effect in 1966 and was originally administered by the Social Security Administration. In 1977 the control of it was switched over to the newly formed Health Care Financing Administration. Beginning in July 1973 Medicare was extended to persons under the age of 65 with certain disabling conditions. In 1988 Congress passed legislation to expand the program to cover health care costs of catastrophic illnesses.

The only problem with this scenario is that doctors are turning many older patients away because they have Medicare. Why do doctors turn away Medicare patients? Medicare and Medicaid are programs that have been developed to assist Americans in attainment of quality health care. Both programs were established in 1965 and are federally supported to provide health care coverage to vulnerable populations such as the elderly, the disabled, and people with low incomes. Both Medicare and Medicaid are federally mandated and determine coverage under each program; both are run by the Centers for Medicare & Medicaid Services, a federal agency ("What is Medicare? Medicare is a major operation, not only needing adequate administering but the necessary allocated funds to keep this massive system afloat.
