In Module one, I learned that terrorism is a result of physical harm or deadly acts of force with the intent of a political outcome by the use of terror for coercion. Terrorism originated back as early as the 14th century. The French Revolution originated the word of “terrorist” and “terrorism” (Terrorism Research, n.d.). The use of the word "terrorism" began in 1795 in reference to the Reign of Terror initiated by the Revolutionary government. (Terrorism Research, n.d.). In recent years, there have been major terrorism events in the United States such as 9/11, U.S.S. Cole, Boston marathon, and the federal building bombing in Oklahoma. Shortly after 9/11, Homeland security implemented five threat conditions (Red, Orange, Yellow, Blue, Green) with red being severe and green being the lowest threat condition. Local, State and Federal government have unique roles which would allow the flow of communication and resources to transition smoothly during each stage of progression. The local and state level (first responders) are the most important source as they can assess, coordinate and notify the next available resources of what is needed. State and local governments are the front runners of planning for and managing the consequences of a terrorist incident using available resources in the critical hours before Federal assistance can arrive (Managing the Emergency Consequences of Terrorist Incidents, July 2002). A Terrorist Incident Appendix (TIA) was designed to mirror an Emergency Operations Plan in relations to terrorist incidents. The TIA consists of six phases: Initiation, Concept Development, Plan Development, Plan Review Development of supporting plans, procedures and materials and Validation of plans using tabletop, functional, and full scale exercises. The TIA should be compared to those plans of existing Emergency Operation Plans (EOP) in place at the local and state level. Thirty miles to the south, near the town of Fairfield, a small cluster of people watch from a distance as two men in protective coveralls and respirators pour fifty gallons of a clear fluid into the payload compartment of a Bell 300C helicopter. The crop duster, which was purchased for cash in Walla Walla, is a descendent of the Korean War era helicopters depicted on the television series MASH. After the liquid is loaded, and the outside of the helicopter is sanitized, the pilot runs through his preflight checklist and fires up the engine. Thirty minutes later, moments before the starter fires his gun into the air, the helicopter swoops in low over Riverside Avenue, coming from the east so the sun is to the pilot's back. As the pilot reaches the near edge of the crowd, his right hand depresses to trigger on the control stick and begins to spray his payload on the assembled runners.
Terrorism is focused on a one-sided belief that dictates massive destruction of institutions, foundations and national symbols. It represents a philosophy, which does not comply with common sense. Terrorism acts are a matter of individual psychology, relentless ideology, religious commitment, or political passion. The most devastating terrorism attack in the United States was on September 11, 2001. Other U S attacks were the Manhattan attack in 1997, the Anthrax attack in 2001, a prior World Trade Center attack in 1993, the Wall Street Bombing attack in 1920, and the Kalama City bombing in 1995 (Askshintala, 2013). Terrorism attacks have also taken place in Israel, Greece, Chechnya a border between Russia and European countries and India (Askshintala, 2013). All of these attacks and other attacks that were not as devastating have become much of an international legal debate on terrorism. Terrorism should be criminalized under international law.

Due to the horrendous events of terrorist attacks that have taken place over the last ten or so years, emergency management now, not only prepares and trains for natural events, but includes planning for terrorist/weapons of mass destruction events in greater detail. New responsibilities are being placed on emergency management managers and responders. More communities, states, local governments and businesses are seeking assistance in planning for terrorist attacks.
In Chapter 1 of “Inside Terrorism” political analyst Bruce Hoffman, explains that the term “terrorism” has undergone numerous definitions over the course of history, starting with the French Revolution of 1789-94. Hoffman explains that according to the Oxford English Dictionary, terrorism can be defined basically as an act or policy enacted by a government to strike fear into those against whom the act is against, to coerce them into submission to the policies of the government. He also explains that a more helpful definition, that of a terrorist, rather than the act of terrorism, provides a better way of defining terrorism. He also explains that the term terrorist is more of a political term than a specific action. (Hoffman 2006) Sociologist Charles Tilly also mentions the French Revolution as the earliest reference to the term of terrorism. They also agree that these early references to terrorism was primarily carried out by governments as a means of oppressing those who would revolt against them. (Tilly 2004) Both authors also agree that although the roots of the term terrorist began during the late 1789s. The concept as well as the definition of terrorism has changed over time, particularly in recent years since Sept. 11, 2001. Terrorism across the globe has been a problem for many centuries but has become more evident in the recent years due to attacks. Such attacks include 9/11, Chattanooga Shootings, and the Boston Marathon Bombing. These radical attacks are typically carried out by individuals or groups with ties to rebel organizations. Terrorism has become more evident through tragic events either on United States soil or in other countries. These attacks involve a great number of United States citizens and are usually conducted by groups or individuals with ties to organizations such as Al-Qaeda and ISIS.
Domestic terrorism is described as “occurring primarily within the territorial jurisdiction of the US” (“Terrorism”). Some examples of domestic terrorist groups are white supremacists, animal rights/environmental extremists, and Pro-life extremists (Martin 19). Domestic terrorism also encompasses shootings by a lone individual such as the school shootings at Columbine High School and Sandy Hook Elementary. They are considered a terrorist because according to The Revised Academic Consensus Definition of Terrorism, a terrorist can be a lone individual who is trying spread their message an audience that can relate to them or become fearful enough to succumb to the terrorist’s desired change (Schmid 2). International Terrorism is what usually comes to people’s mind when someone mentions terrorism. Those forms include assassinations, bombings, theft, hijackings, kidnappings, and a host of other violent acts. The type of terrorism that will be discussed is right-wing terrorism. Terrorism, I may not know its exact definition, but I believe it has to do with violence among people who want to intimidate others. I think anyone can be a terrorist for example: if you terrorize your younger brother for doing something uncalled for and you threaten him, you are indeed a terrorist. There are all kinds of terrorists, some can be simple like I said above or they can be complex like the ones in 9/11 the ones who killed hundreds of people that day. Terrorist acts can happen anywhere at almost any given time it’s best to cautious of suspicious people. Terrorism may happen for several reasons, but usually revolve around one which is disagreements and opinions. Terrorism can happen in a very violent and destructive way.

Before even discussing anything about terrorism you have to have a broad understand of what it is. The definition of terrorism is very complex, mostly because there is no real definition. According to Dr. Groskin, terrorism is “the use or threat of using violence and force to achieve political objectives using methods which represent violations of criminal laws.” He also states that it is the “motives that lie behind the acts which serve to distinguish terrorism from aberrant, seemingly irrational, mindless, senseless violence.” When looking at a “terrorist” act the use of fear, demands for change, selection of victims, and how likely it is to attract attention all have to be closely examined to determine if it is truly what it seems.
