Introduction
Maintenance management has evolved over a long period. The incorporation of maintenance management as a sub-system of an organisation is indicative of its pivotal role in supporting business objectives. Maintenance management is defined as the combination of all technical and associated administrative actions intended to retain an item, or restore it to a state in which it can perform its required function. (British Standards 3811:1993). This is a broad definition and encompasses major aspects that were missing in older versions as highlighted by John Moubray, 2000-Reading 1-1. The inclusion of ‘associated administrative actions’ and ‘retaining an item to its required function’ makes this definition more relevant to current maintenance management trends.
Fundamental elements of maintenance management
The fundamental elements of a good maintenance system are therefore, those that combine technical and administrative actions. As indicated by Moubray, Maintenance Management-A New Paradigm, 2000, repairing a machine or component goes beyond achieving operation to ensuring the component ‘operates to and within desired specifications’. Trade-persons need to be competent enough and test equipment to ensure component is operating to required manufacturer’s standards. Statutory and regulatory requirements to label trade persons as competent are also required and these include site and area induction. The other requirement included is environmental considerations. They also need to be passed-out to use specialised tooling. Organisations are devoting a lot of resources to buying specialist tooling to minimise down time and maintain high safety standards. The TC 3.04.7 (Army Aviation Maintenance), chapter 1 has a section on Army Maintenance Planning and Execution. It lays out P4T3 (Problem, Plan, People, Parts, Time, Tools, Training), which is every maintenance officer’s tool on how to run a successful maintenance program. In theater you have the people, parts, tools, and training. What sometimes is lacking is the Plan and Time. A solution could be to essentially build an assembly line when conducing phases and using this P4T3 model; it would ultimately shorten the phase time in the hanger. For example, the Longbow has many sections to complete when conducting a 500hr Phase. If you assigned people who are extremely versed in performing maintenance in that particular section of the aircraft, they will continue to do maintenance on that aircrafts section for the time that they are at that phase location (i.e. Camp Taji). Secondly, assign a Power-On Team at the end of the phase to assist the Maintenance Test Pilots to do their ground and flight Maintenance Operational Checks (MOC’s). This Team will be in charge of all the rigging, hanging blades and further unforeseen unscheduled maintenance.
Maintenance costs have soared recently and based on the lack of information available, lost paperwork and receipts, and misfiled maintenance documentation, senior management has finally made the decision to take action. “Pen and paper” record keeping is no longer making the grade here at Huffman Trucking. For many years, Aerojet Maintenance has struggled with worker injuries and lost time or time away from work associated with those injuries. In addition to the lost time issue, machinery breakdowns and obsolete and antiquated machinery are major problems that the maintenance department has to contend with on a daily basis. On initial review, there appeared to be a connection between when employees sustained work-associated injuries and when a piece or pieces of equipment were out of service. Since these issues have a major impact on the maintenance department and consequently the overall yearly budget allocation, it was this team's project to determine if there is a correlation between machinery breakdowns and lost time incidents within the maintenance department. If the hypothesis is correct, the effect of equipment downtime to the overall yearly budget is greater than initially thought, as is the effect of employee injuries.
Preventive Maintenance Checks and Services (PMCS) means systematic caring, inspecting, and servicing of military equipment to keep it in good condition and to prevent breakdowns. The operator of the vehicle mission is to be sure to perform PMCS each time he/she operate the vehicle. Always do the PMCS in the same order, so it gets to be a habit. Once you've had some practice, you will quickly spot anything wrong.
There could be a lack of supply and support, which will interfere with one’s ability to complete a task. Aviation maintenance demands proper tools and parts to be used in order to maintain a fleet of aircrafts. If an AMT doesn’t have such parts or tools and continues with the job without them, it can result in accidents that can cause the lives of several people. For example, if an aircraft is dispatched without a functioning system that is typically not needed for flight but suddenly becomes needed, this could create a problem (Addendum/Human Factors, 2011 pg 14-20). Aircraft on ground (AOG) is a term widely used in the industry to indicate that an aircraft problem is serious enough that it cannot fly. When this occurs there is a rush in order to get the parts needed to sign the aircraft back into service. Every air carrier has an AOG desk, so that that person can purchase what is necessary for the aircraft (Addendum/Human Factors, 2011 pg 14-21).
