The tragic events of September 11, 2001, in which terrorists attacked the World Trade Center and the Pentagon, along with hijacking the plane that ultimately crashed in rural Pennsylvania, have resulted in a new dimension to American policing. While the federal government is increasing its efforts in the area of terrorism prevention and response, the majority of responsibility for responding to threats of terrorism rests at the local level. As past events conveys that the first responders to any future incidents will be local police, fire rescue, and EMS personnel. Leading law enforcement officials to now strategically rethink public security procedures and practices in order to maximize the full potential of their resources. Therefore, it’s imperative that local police agencies are given adequate resources (funding, training, equipment)to effectively handle domestic terrorism threats. In addition to local law enforcement must utilize the proper tactics that are successful in identifying and apprehending perpetrators responsible for terrorist attacks.
