Sullivan’s book, “Getting Paid” Youth Crime and Work in the Inner City clearly suggests that the learning theories both at the macro level, Differential social organization, and micro level, Differential association theory, are the more accurate of the two types of theory.
There has always been alarm and despair over escalating juvenile crime. In the 1950s there were reports about the mushrooming problems with youthful gangs in the big cities. In the 1960s we began to hear about a surge of juvenile crime in areas that had been regarded as virtually crime free. In the suburbs as well as the inner cities, youngsters were dropping out of school, using drugs and committing crimes. In the 1970s and 1980s, juvenile court dockets became increasingly jammed with criminal cases. According to the Department of Justice, the percentage increases in arrests from 1985 to 1994 have been greater for juveniles than for adults. During 1994 alone, 2.7 million juveniles were arrested. During the latter part of this century, juvenile courts that customarily provided social services in order to rehabilitate rather than punish lawbreakers were faced with an onslaught of children who were not simply wayward youths, but hardened repeat offenders. The 1980s witnessed an increasingly desperate outcry for courts to take more extreme measures to contain juvenile crime, which is assuming ever more serious forms.
The United States has been affected by a number of crimes committed by juveniles. The juvenile crime rate has been increasing in recent years. Everyday more juveniles commit crimes for various reasons. They act as adults when they are not officially adults. There is a discussion about how juveniles should be punished if they commit heinous crimes. While many argue that juveniles who commit serious crimes, such as murder, should be treated as adults, the fact is, juveniles under the age of eighteen, are not adults, and should not be treated as such.
Every year, millions of juveniles are involved in criminal activities. According to statistics, as of 1999, the arrest rate for juvenile crime has dropped from its peak in the mid-1990’s. The dilemma of juvenile incarceration is a problem that thankfully has been declining, but still continues to be an ethical issue. The de-incarceration trend has coincided with a decrease in crime. Introduction Crime rates are on the rise in the world today, particularly in the urban centers but even more in other places. The issue of youth mobs is increasingly emerging to be of serious concern in many nations, specifically for law enforcers. Many of these crimes such as theft, robbery, rape and terrorism are just but a few of the crimes conducted by youths. Many of the youths are led into crime by unemployment, poverty and the need for a sense of belonging. It is the duty of every state to ensure that enough opportunities are created for youth for them to earn a living through employment.
The problem of juvenile violence has become one of the most overwhelming problems of our time for Texas and for the United States. The problem is spread throughout the United States. The serious crimes are usually thought to be problems of the urban city, but this is no longer a problem just for the inner city. The problem has spread through the suburban areas of the city in cases just like the first example. Citizens are spending tons of money trying to fight the problem on their own. They purchase everything they can to combat crime. Women have mace, cars have alarms, houses have burglar bars and alarms, and many schools have metal detectors to try to control the overwhelming effects of violence (Defending 93). However, these efforts are not enough to overcome the effects of violence, such as man pictured below with an automatic weapon in the streets of his neighborhood (Gest p.29). All jail and court information leads to the outcome that there is a wide diversity of criminals in jail. There is no longer a predictable profile for a juvenile criminal. However, most of the criminals still come from the inner city. Due to a 21% estimated rise in the number of 15 to 19 year olds by the year 2005, the problem will get worse without a better plan. The American juvenile justice system is supposed to be the system that prevents juveniles form committing crimes, but the system was designed over 100 years ago to prevent minor crimes from occurring (LaCoya 12/2/94). The current system in Texas and throughout most of the United States allows juveniles to receive a less severe penalty than an adult who is convicted of the same crime. The social environment of teens holds an enormous influence on how the teens act and behave. Teens are easily influenced by their surroundings and they look to others for guidance. Their behavior results from that of the parent and peer influences. Parents play a particularly influential role in their child’s life and it is up to them to make sure that they are leading their sons or daughters in the right directions. A teen’s peers also play a large role in how the teen behaves when the parents are not around.
