Juan Salgado, in his recent article “When Community College Is Free”, published in The New York Times, in September 19, 2017, argues if free community college works or not. Salgado presents an experiment that happened in chicago about two years ago. The program was called the Star Scholarship. Where Chicago began to offer free community college to all public high school graduates.
