With an environment that seems so appealing, why is there such a negative stigma placed on retirement homes/communities or nursing homes? The idea of spending our retirement in a nursing home is perceived by our society as the most undesirable of options. Three out of one hundred Americans over the age of 65 suffer from depression (National Institute of Mental Health, 2000). A study done at the University of Rhode Island reported that 11% of the residents in the nursing homes examined were suffering from depression (Brown, Lapane, & Luisi, 2002). Another study done at Columbia University reported that 44.2% of the nursing home residents tested showed some symptom of depression with 14.4% of the residents experiencing serious depression (Teresi, Abrams, Holmes, Ramirez, & Eimicke, 2001). Why is the depression rate among the elderly almost four times greater among those living in nursing homes? It could be the work of chance in that many of the residents in nursing homes already have a mental health problem that has made them unable to provide for themselves. Having prior difficulties could make these residents more susceptible to the normal adjustment problems that come along with relocating to a new living environment. Or perhaps it is because the environments nursing homes create are not specifically geared towards the needs of the elderly. With about 5% of people over 65 living in nursing homes this is a serious problem, whether the resident is healthy or not, that should be demanding more attention (Hoyer, Rybash, & Roodin, 1999).
There are many factors that could contribute to depression among the aging including illness, loss of close family members, or financial problems.
Elderly Culture and Nursing Homes Nursing homes offer a wide range of long-term care assistance for older adults to be able to meet their everyday needs. Older adults from different cultural backgrounds experience conflict with their decision to participate in a nursing home, catalyzing the underlying stigma different cultures hold towards nursing homes. In many cultures, older adults look for family as their primary source of care. However, when their needs cannot be met due to disability and mental health issues, it begins to take a toll on the person’s instrumental activities of daily living (IADL). IADLs are complex daily actions that are needed to live (Cavanaugh & Blanchard-Fields, 2015).

The Tang dynasty was founded in 618, and lasted until 907. The emperor was supreme and government officials were chosen by examination. A census was taken to simplify tax collection and to draft citizens to perform labor for the empire. This was a period of great land expansion. (Halsall, 1998) The emperor also had a great love of the arts, and the Tang became known as the golden age of literature and art. Block printing was invented and made writing more available. The aim of affordable care act (ACA) was to extend health insurance coverage to around 15% of US population who lack it. To achieve this, the law required all Americans to have health insurance which is a reason of controversy because, it was inappropriate intrusion of government into the massive health care industry and insult to personal liberty. To make health care more affordable subsidies are offered and the cost of the insurance was supposed to be reduced by bringing younger, healthier people to the health insurance system. This could be controversial, if older, sicker people who need the coverage most enter the market but younger group decline to do so. The insurance pool will be unbalanced and the cost of coverage will rise correspondingly.
In 2005, the City of Houston’s Bureau of Air Quality Control (BAQC) terminated the contract it had with a state agency, to conduct enforcement of state rules and regulations (Williams & James, 2009). Ranked consistently among the United States’ worst cities for air quality and pollution control, the previous collaboration with the state was ineffective with applications and processes that were cumbersome to maneuver through for both employees, entities, and citizens (Williams & James, 2009). The City of Houston’s BAQC implemented a new strategic plan, to internalize the functions the state previously handled, and included policy changes, better technology utilization, and most importantly, strategies for getting the community involved (Williams & James, 2009). The emphasis of this case study analysis will be on the technical communication aspects of the City’s plan to improve air quality.

Today depression is more common in younger populations mainly college students.
