The question that is often brought to our nations attention is whether or not incremental equality for First Nations children is compatible with reconciliation. When considering my personal opinion, the two are in fact compatible with one another. However, Canada is still working towards reconciliation but still has not completely reached it. The working towards reconciliation within First Nations children is seen throughout many aspects in Canada. Firstly, incremental equality is trying to be reached through education. Next, incremental equality is working towards being met throughout health systems as well as behaviors. However, Canada is working towards incremental equality when regarding this concept, which in turn, impacts reconciliation. The most universal outcomes of the physical environments of reserves are to do with substantial housing shortages and poor quality of existing homes. With the lack of affordable housing off reserves, there is overcrowding in First Nation communities, as well as homelessness for Aboriginals living in urban areas, (Reading & Wien, 2009, p.8). Homes that exist on reserves lack appropriate ventilation, which results in mold, which in turn can lead to severe asthma as well as allergies. Families on reserves do not have access to a fresh supermarket that carries nutritious foods because they live in a remote community. With this being said, health conditions may develop in Aboriginal peoples because of the lack of healthy, nutritious food. Canada is working towards equality within the physical environments as William F. Morneau (2016) describes, “Budget 2016 proposes to invest $8.4 billion over five years, beginning in 2016-17, to improve the socio-economic conditions of Indigenous peoples and their communities and bring about transformational change,” (“A Better Future for Indigenous Peoples,” 2016). Glen Coulthard’s “Resentment and Indigenous Politics” discusses the politics of recognition that are currently utilized within Canada’s current framework of rectifying its colonial relationship with Indigenous peoples. Coulthard continues a discussion on reconciliation between Indigenous peoples and the state that recognizes the three main methods of reconciliation: the diversity of individual and collective practices to re-establish a positive self relation, the act of restoring damaged social and political relationships and the process in which things are brought to agreement and made consistent.
The over-representation of Aboriginal children in the Canadian Child Welfare system is a growing and multifaceted issue rooted in a pervasive history of racism and colonization in Canada. Residential schools were established with the intent to force assimilation of Aboriginal people in Canada into European-Canadian society (Reimer, 2010, p. 22). Many Aboriginal children’s lives have been changed adversely by the development of residential schools, even for those who did not attend them. It is estimated that Aboriginal children “are 6-8 times more likely to be placed in foster care than non-Aboriginal children (Saskatchewan Child Welfare Review Panel, 2010, p. 2).” Reports have also indicated that First Nations registered Indian children make up the largest proportion of Aboriginal children entering child welfare care across Canada (Saskatchewan Child Welfare Review Panel, p. 2). Consequently, this has negatively impacted Aboriginal communities experience of and relationship with child welfare services across the country. It is visible that the over-representation of Aboriginal children in the child welfare system in Canada lies in the impact of the Canadian policy for Indian residential schools, which will be described throughout this paper.
The significant societal, economical, and political changes of the First Nations tend to be overlapping and correlational. As political maintenance declines the economy declines, and as the economy declines society crumbles and quality of life declines. While issues in one area cause issues in others it becomes hard to separate what can be solved politically vs. societally. All issues, either with society or politics, cause damage to the First Nations economic situation creating gaping issues with society such as health issues, famine, sheltering, and education.
Personally, the saying “we are all Treaty people” shifts my perspective from thinking ‘First Nations versus non-First Nations’ to grounding all of us on the same level. Without a divide between First Nations and non-First Nations, treaty people can work together to address systemic issues such as underfunding schools on reserves or Indigenous children in care, the right to access clean water on reserves, and working with families of victims that are missing or murdered Indigenous women. Generations of native people in Canada have faced suffering and cultural loss as a result of European colonization of their land. Government legislation has impacted the lives of five generations of First Nations people and as a result the fifth generation (from 1980 to present) is working to recover from their crippled cultural identity (Deiter-McArthur 379-380). This current generation is living with the fallout of previous government policies and societal prejudices that linger from four generations previous. Unrepentant, Canada’s ‘Genocide’, and Saskatchewan’s Indian People – Five Generations highlight issues that negatively influence First Nations people. The fifth generation of native people struggle against tremendous adversity in regard to assimilation, integration, separation, and recovering their cultural identity with inadequate assistance from our great nation.
Living in Canada, there is a long past with the Indigenous people. The relationship between the white and First Nations community is one that is damaged because of our shameful actions in the 1800’s. Unnecessary measures were taken when the Canadian government planned to assimilate the Aboriginal people. Through the Indian Act and Residential schools the government attempted to take away their culture and “kill the Indian in the child.” The Indian Act allowed the government to take control over the people, the residential schools took away their culture and tore apart their families, and now we are left with not only a broken relationship between the First Nations people but they are trying to put back together their lives while still living with a harsh reality of their past.
Despite the overwhelming use in political rhetoric, it is difficult to establish the Government of Canada’s precise definition of reconciliation. It is equally unclear as to what reconciliation entails substantively— as either a process or an outcome —in reconceiving the colonial relationship between Indigenous peoples, Settlers, and the Canadian government. For my Reconciliation Essay, I intend to problematize the very term of reconciliation as used in Canadian politics by drawing primarily on its use in the Royal Commission on Aboriginal Peoples and Prime Minister Stephen Harper’s 2008 Residential Schools Apology. I will argue that the concept reconciliation as exercised in the political discourse of federal government is neither a meaningful gesture, nor consistent with Indigenous conceptions of same term. In fact, reconciliation as presented by the Government of Canada serves only as a tool to recolonize Indigenous peoples, in that its connotations leave the colonial relationship largely

Health care inequities can be elucidated by the research that identifies the social, economic and political ideologies that reflect aspects of cultural safety (Crandon, 1986; O’Neil, 1989 as cited in Browne & Fiske, 2001). There are various factors that affect the mistreatment of aboriginal peoples as they access health care in local health care facilities such as hospitals and clinics. Aboriginal women face many barriers and are discriminated against as a result based on their visible minority status such as race, gender and class (Gerber, 1990; Dion Stout, 1996; Voyageur, 1996 as cited in Browne & Fiske, 2001). A study done on Aboriginal peoples in Northern B.C. showed high rates of unemployment, underemployment and dependency on social welfare monies (Browne & Fiske, 2001). This continued political economic marginalisation of aboriginal peoples widens the gap between the colonizers and the colonized. Indigenous students in schools have made it clear as to what they want and need from the education system. Knowledge of Indigenous humanity and diversity, the history of colonialism, local history and contemporary culture, indigenous knowledge, languages and worldviews are topic in which they want to become evident in school system that are able to help with their health and wellness. There has been and there are continuing attempts to reform First Nations education funding. Aboriginal children and adults continue to face these unsuccessful attempts which continue to horrify Canadians.
Canada likes to paint an image of peace, justice and equality for all, when, in reality, the treatment of Aboriginal peoples in our country has been anything but. Contextually, Aboriginals have been failed by their government through flawed policy and health program mismanagement (Jull & Giles, 2012). There are often discrepancies in health program policy and coverage depending on the “status” of the individual and differing responses of provinces and territories to the policies; resulting in many Aboriginals not being covered for a variety of medical treatments that other populations would be covered for (Jull & Giles, 2012). To illustrate, Jordan River Anderson, a young Aboriginal boy who had been hospitalized for two years, had been waiting to return to return home, while the provincial and federal government disputed who would cover the cost of homecare (Jull & Giles, 2012). Unfortunately, the slow response of the governments resulted in Jordan passing away before he could return home (Jull & Giles, 2012). The location of many reserves where the majority of populations live can also become a factor when it comes to accessing health care.
