Inadequate Funding In Health Care Facilities Due to the lack of funding, many health care facilities such as nursing homes and hospitals are recruiting volunteers, therefore crippling the lives of most patients that need immediate care. There are approximately 85% of nursing homes that have a lower than recommended ratio for patients vs nurses. Some nursing homes also have a higher than recommended number of volunteers (Eaton 37).The inadequate funding in Health Care Facilities are due to insufficient health care provider resources, the high cost of care (regardless of insurance) and the rise of taxes with low income jobs. Long-term care (LTC) covers a wide range of clinical and social services for those who need assistance due to functional limitations. These limitations usually result from complications associated with age related chronic conditions, from disabilities related to birth defects, brain damage, or mental retardation in children; or from major illnesses or injuries suffered by adults (Shi L. & Singh D.A., 2011). LTC encompasses a variety of services including traditional clinical services, social services and housing. Unlike acute care, long-term care is much more complicated and has objectives that are much harder to measure. Acute care mainly focuses on returning patients to their previous functional level and is primarily provided by specialty providers. However, LTC mainly focuses on preventing the physical and mental deterioration of an individual and promoting social adjustments to suit the different stages of decline. In addition the providers of LTC are more diverse than those in acute care and is offered in both formal and informal settings, which include: hospitals, physicians, home care, adult day care, nursing home care, assisted living and even informal caregivers such as friends and family members. Long-term care services have been dominated by community based services, which include informal care (86%, about 10 to 11 million) and formal institutional care delivered in nursing facilities (14%, 1.6 million) (McCall, 2001). What causes the problem? The problem is caused by finances. Hospitals claim they face declining reimbursements, and have chosen to cut nursing staff to lower their expenses. Has anyone tried to do anything about it? If so, why haven’t they succeeded?
Nurses and others in the medical field are overworked and understaffed because the government has made cutbacks to the health care system. We live in a country where our health care is a privilege to have, but getting ill becomes a problem if there are not adequate facilities and professionals to care for the sick.
Communicating with someone who has a life-altering illness is not an easy task. A person needs to have compassion, patience, and listening skills. I have seen firsthand how a caring healthcare provider and having an attitude of optimism can prolong a person’s life.
There are several issues concerning the uninsured and underinsured patient population in America. There are many areas of concern the congressional efforts to increase the availability of health insurance, the public image of the insurance industry illustrated by the movie "John Q", the lack of good management tools, and creating health insurance coverage for all low income Americans. Since the number of uninsured Americans has risen to 43 million from 37 million in the flourishing 1990s and could shoot up even more severely if the economy continues to decrease and health care premiums keep increasing (Insurance No Simple Fix, 2001).
There is an ongoing debate on the topic of how to fix the health care system in America. Some believe that there should be a Single Payer system that ensures all health care costs are covered by the government, and the people that want a Public Option system believe that there should be no government interference with paying for individual’s health care costs. In 1993, President Bill Clinton introduced the Health Security Act. Its goal was to provide universal health care for America. There was a lot of controversy throughout the nation whether this Act was going in the right direction, and in 1994, the Act died. Since then there have been multiple other attempts to fix the health care situation, but those attempts have not succeeded. The Affordable Care Act was passed in the senate on December 24, 2009, and passed in the house on March 21, 2010. President Obama signed it into law on March 23 (Obamacare Facts). This indeed was a step forward to end the debate about health care, and began to establish the middle ground for people in America. In order for America to stay on track to rebuild the health care system, we need to keep going in the same direction and expand our horizons by keeping and adding on to the Affordable Care Act so every citizen is content.
African American senior citizens face a health care crisis too. They have worked all of their lives to secure retirement, but their retirement has been threatened because of the rising cost of long-term medical care. Insurance companies have failed to provide affordable long-term care, protection that most senior citizens need. This lack of long term care and affordability has been a serious problem for the health care system. In some cities, the shortage of hospital beds is so serious that it is common for patients to stay in emergency rooms before they can be admitted to an inpatient room (Drake 109). More than one thousand hospital beds are occupied by people who could be better care for in nursing homes or through home health care (Drake 110). Of the disabled elderly 1.3 million reside in nursing homes (Drake 10). These patients are unable to perform two or more of the basic activities of daily living without assistance.
Since the 1990’s, the interest in nursing and the profession as a whole has decreased dramatically and is still expected to do so over the next 10-15 years according to some researchers. With this nursing shortage, many factors are affected. Organizations have to face challenges of low staffing, higher costs for resources, recruiting and reserving of registered nurses, among liability issues as well. Some of the main issues arising from this nurse shortage are the impact of quality and continuity of care, organizational costs, the effect it has on nursing staff, and etc. However, this not only affects an organization and community, but affects the nurses the same. Nurses are becoming overwhelmed and are questioning the quality of care that each patient deserves. This shortage is not an issue that is to be taken lightly. The repercussions that are faced by both nurses and the organization are critical. Therefore, state funding should be implemented to private hospitals in order to resolve the shortage of nurses. State funds will therefore, relieve the overwhelming burdens on the staff, provide a safe and stress free environment for the patient, and allow appropriate funds needed to keep the facility and organization operational.

The rising cost of medical and health insurance impacts the livelihood of all Americans in one way or another. In conclusion there needs to be an increase in government funding for long term care facilities to convey maximum ability to provide quality of care to elders and equal accessibility too homes and care. Ways that can produce this outcome are increases in staff funding for training and recruitment, as well as for equipment to help increase care. The real problem with the health care system in this country is not just the people running it but mainly the massive pit of debt it is continually digging. America spends around 17%, which is about $2.5 trillion of our GDP on health care alone! It is safe to say we spend nearly more than any other country out there. Where is all of this money going though, are they just giving it away to those in need of free medicine or people who cant pay there doctors bills? Most of the money spent is on regulations, research on medicines and failures of medicines that may have not made the “cut” to be on the market.
