In foster care: A Case Study Developmental Analysis Background A national system of charitable aid was introduced by 1885 and favoured by welfare officials over institutionalism. Children in state care were also more commonly fostered by the late 1910s, increasing between 40 and 50 percent in 1948 and 1971. From the mid 1980s, over-populated government institutions ceased to exist which led to a greater emphasis being placed on extended family and social welfare support (CYF, 2015). Children in care were overwhelmingly happy and better adapted for life compared to those children being placed in institutions (Pollock, 2012). Miss Ngata, a social welfare worker was then notified of Lara’s circumstances. Marty, father to Jordan and partner to Lara’s Mum, ultimately left Lara’s mother after a long episode of physical abuse.
