Resilience is critical to the functionality of the community, state, and the whole nation. According to the Department of Homeland Security (2017), resilience is the ability of the nation, state or community to adapt to changing conditions and be able to withstand the condition with the ability to recover from disruption as a result of emergencies. Therefore, resilience could be towards acts of terrorism, disasters of any type.
