In 1786, it was apparent that the Articles of Confederation offered an inadequate government for the union. The Continental Congress did not have any courts, did not have any power to levy taxes, did not have any power to regulate commerce, and did not have the power to enforce its resolutions upon individuals or the 13 states. In cases where Congress did have some influence, the members could not impose their powers. To make matters even more problematic, the people did not have respect whatsoever for the Congress because the individual states continuously made their own laws, predominantly where taxation and commerce were involved. However, with the help of six states Congress could finally call a convention to revise the Articles of Confederation
