Youth become homeless for a number of reasons including: family violence and neglect, rejection due to sexual orientation or gender identity, the overwhelmed child welfare system and extreme poverty. These youth almost always have experienced unimaginable abuse and trauma, in their homes, their communities, and on the street. It is the Runaway and Homeless Youth Act (RHYA)-funded services and programs that help to rectify the deep injustices that homeless youth experience on a daily basis.
RHYA specifically funds three different programs for homeless youth: street outreach, which aims to transition youth off the streets; basic centers, which provides youth temporary shelter and services; and transitional living programs, which provides longer
I believe young people must be seen as full-fledged citizens of our world. Youth empowerment, the act of bringing out natural talents and energies in youth, is effective. Youth should be provided the supports and opportunities that enable them to increase individual self-worth and skills and have significant impact on services to communities, states, and the nation. Youth should be active participants on decisions affecting their lives, including their living situations. Further, the involvement of young people in the planning and implementation of services and in mobilizing community support for programs that affect their lives, and those of their families, is essential to their individual development and the success of the programs working with
In which $99 million would go to transition living programs, $16 million to street outreach, $30 million going to education for homeless children. Funds would be provided by The Youth Development Division of the HHS, Administration for Children and Families (ACF), and Family and Youth Services Bureau (FYSB). FYSB supports the organizations and communities that work every day to put an end to youth homelessness, adolescent pregnancy and domestic violence. ACF promotes the economic and social well-being of families, children, individuals and communities.
