Human Intelligence (HUMINT) is one of the oldest and most effective information gathering methods used by society. Most countries rely heavily on HUMINT, in both military and law enforcement, operations and their successes can be credited mainly to the application of exceptional HUMINT. The United States has developed multiple intelligence disciplines over time, yet even now we still utilize HUMINT as the preferred method of collection while supporting it with other intelligence collection platforms. HUMINT operations in Israel and West Bank settlements would require that HUMINT collectors to have a solid understanding of the individual or organization they are targeting, and how to effectively employ their assets to obtain the information desired to disassemble the Kahane Chai and Kach groups. Collectors would have to take the local culture, language used, religion, and a multitude of other key factors into consideration to ensure optimal results from their collection efforts.
Area of Operation
Israel is located in the Middle East. The country is bordered by Lebanon to the north, Syria to the northeast, Jordan to the Eats, Egypt to the southwest, and the Mediterranean Sea to the West. The width of the country can be crossed by car in 90 minutes and from the north to south would take about 9 hours to drive. The coastal plains run along the Mediterranean Sea. The coastal plains are home to more than half of Israel’s 7 million people and include major urban centers, and most of the country’s industry and tourist facilities. Summary
The biggest constraint to military source operations is the limited number of U.S. military personnel allowed in the country. An increase in military source operations and liaison with local security forces would be the best way to utilize HUMINT in order to operate in Israel. Collectors must have an understanding of the Country and the enemy being targeted. This would allow the collectors to effectively employ their assets in order to obtain critical information needed to fully expose the organization. Trained HUMINT collectors, combined with the other intelligence disciplines can and will have a positive impact in Israel on the Political, Military, Economy, Social, Information, Infrastructure, Physical Environment and Time.
One of the first points the author makes is that the area of the Levant is often called the "Promised Land", yet this term is not found in the biblical texts. He then goes on to explain that this term was simply give to the area based on the happenings in Genesis 15: 18-19, where God makes a covenant with Abram giving him the land. The area described in this biblical text is that from the River of Egypt (Nile) to the great river, the River Euphrates. Rainey and Notley go on to divide the area of the Levant into three parts, which are Egypt, The Northern Levant (Syria/Lebanon), and the Southern Levant (The Land of Canaan/ which becomes Israel). The authors go on to explain each of these areas by both the people living in them and the geographical placement and their topographical descriptions. Also, the authors expand on the area further in their description of Israel by including the areas of the Rift Valley and the Transjordan mountain range. By using the above explanations the authors explained the placements of major towns, travel routes, and the limitations to the accessibility of the areas. As far as travel is concerned the basic rule to follow is the path of least resistance and quickness in getting from one place to the next, as well the accessibility of water. These factors also came into play with the city placements as well, which were positioned in places of easy defense of the area and roads, while being as close to water as possible.

Since the inception of an Israeli nation-state in 1948, violence and conflict has played a major role in Israel’s brief history. In the Sixty-One year’s Israel has been a recognized nation-state, they have fought in 6 interstate wars, 2 civil wars, and over 144 dyadic militarized interstate disputes (MIDs) with some display of military force against other states (Maoz 5). Israel has been involved in constant conflict throughout the past half century. Israel’s tension against other states within the Middle East has spurred vast economic, social, and political unity that has fostered a sense of nationalism and unity in Israel not seen in most other states. Over the next several pages I will try and dissect the reasons for why the nation state of Israel has been emerged in constant conflict and how this conflict has helped foster national unity and identity among the people of Israel.

It is critical to initiate change in the culture of intelligence professionals in this new changing support environment. Setting the conditions and training to a strategically deployable capability must be embraced by the TIB/MIBs in each operational theater. Moving beyond the imprinted habits of Cold War intelligence support to the GCC, the MI culture must change to meet future challenges. The MIB must expand its intelligence support beyond the ASCC headquarters in order to truly fulfill its role as a modular intelligence unit. Emergent threats or critical intelligence requirements require an in depth knowledge of a geographical area and groups or individuals that operate in them. This level of detail can only be provided by analysts that are dedicated to one particular geographic area on a steady basis.
