Guardianship, in general terms means a person who guards the interest of the disabled person and acts on his behalf. The situation of enjoyment by persons with disabilities of the right to vote varies from country to country, and includes many good practices and legal developments reflecting the standards now enshrined in the CRPD. Yet, there are a great number of restrictions and exclusions and a corresponding need for many changes to discriminatory legislation. In conclusion, it can clearly be seen that, because of the inequality to vote, gender, religious and race exclusions were pronounced side effects. Gender exclusions were shown through the inequality to vote due to the views of women in society. Religious exclusions were expressed through the uneven opportunities to vote through the prejudice set against the religions. And, racial exclusions were shown through the lack of the ability to vote be the intentional discrimination that these races were victims of. While others may say that these exclusions of groups can be seen through other actions, voting inequalities straightforwardly shows this. This is because when only specific groups can vote, it can be seen that the other groups are unfairly treated to their franchise.
As suggested earlier, however, the physiological component of disability is distinguished from disability under the motion of impairment. Tom Shakespeare explains that key to the Social Model of disability is a “series of dichotomies,” one where “impairment is distinguished from disability.” For example, the Social Model accepts that deafness is a physiological impairment that person’s participation in society is limited, to some physical extent. The issue of disability is not just a matter that concerns disabled people. It is a central subject or social phenomenon that has shaped American history and an unseen yet strong force that continues to influence the way people interact with one another. Douglas Baynton (2013) argues that disability is the most dominant justification for inequality in gender, race and ethnicity as well as for rationalizing and legitimizing discriminatory practices organized in law. This is especially reflected in America’s three major citizenship debates, namely, African American freedom and civil rights, the women’s suffrage movement, and the immigration restrictions in which, disability was central in substantiating and validating their conception, acceptance and implementation. Black Americans were believed to possess inherent mental disabilities i.e. insufficient intelligence, which justified their slavery. Their enslavement would in fact help them to be placed in a productive endeavour that would be beneficial to society. Women on the other hand suffered “great temperamental disabilities” which justified their denial of political franchise or the right to vote. Entitling women with voting rights would endanger political stability as women are easily swayed by controlling and manipulative politicians. Finally, the subject of disability also played a central role in framing American immigration policies as reflected in the injunction or prohibition of entry against idiots, lunatics and other persons deemed to be a liability to society.
Throughout American history, many minority groups have encountered significant barriers to the right to vote. Traditionally, specific populations concerned with protecting their power over others have maintained tight control over this privilege. In doing so, violations of basic human rights have occurred; state and federal governments established voting restrictions based on race. Fortunately, several methods were taken for overcoming these limitations that resulted in the voting practices used today. These recent legislations that government enacted have been to benefit voters. This research paper will go in depth with the main restrictions, laid out by either the states or the government, placed on different races in America, look at the over-comings of these limitations, and get a small glance at how voting is today and the acts the government put in place to help voters have a more pleasant voting experience.

Ability and disability entails the ability to do things others can do or the inability to do something due to physical challenges, mental or emotional challenges that one possesses within their immediate surroundings. Basing on positionality, ability and disability is a key attribute that can make a person to be viewed different within their immediate societies. The word disability means something different to anyone you ask. Officially, having a developmental disability means the disability appears before someone turns 22 years old and causes a chronic life long or extended duration impairment. These disabilities, which may not be seen, can be physical, intellectual, neurological, psychiatric (or others), and the disability has a strong need for services or special care. What does it mean to have a disability? It means that either someone has a mental, physical, or emotional handicapped that causes obstacles in their lives. So having said disabilities caused intelligent and gifted people from being truly recognized for their true potential. In Secretary Arne Duncan 's essay titled Keeping the Promise to All America 's Children, he asserts the idea that everyone, no matter race, gender, or disabilities, should have a proper education. The World Health Organisation, WHO, (1980) defines disability in the medical model as a physical or mental impairment that restricts participation in an activity that a ‘normal’ human being would partake, due to a lack of ability to perform the task . Michigan Disability Rights Coalition (n.d.) states that the medical model emphasizes that there is a problem regarding the abilities of the individual. People with disabilities often face societal barriers and disability evokes negative perceptions and discrimination in society. As a result of the stigma associated with disability, persons with disabilities are generally excluded from education, employment, and community life, which deprives them of opportunities essential to their social development, health and well-being (Stefan). It is such barriers and discrimination that actually set people apart from society, in many cases making them a burden to the community. The ideas and concepts of equality and full participation for persons with disabilities have been developed very far on paper, but not in reality (Wallace).
