The concept is related to the quality of the relationship between government and the citizens whom it exists to serve and protect”
Good governance have gotten immense significance in our country as the difficulties of dishonesty and incompetence crawl in the internal formation of our state. Territory cannot prosper in the deficiency of good governance. It is sold for this stage of our homeland. Without the incident of good governance, no country can play an essential function in this planet. It is viewed as the essence of a homeland. Supremacy is very relevant in every subject of life, if it is dwelling or office, good governance is yearning to present in consequence. It gives strong cornerstone for the developmental method.
Governance is other than simple administration. It is not merely considering conclusion making, scheme plan, main concern backgrounds but also a culmination and outcome.

Today good governance not only occupies central place in our state but also regarded as crucial element in building nation. Nation cannot flourish in the absence of good governance. It is the need of an hour. Without the presence of good governance, no country can play pivotal role in the orb. It is regarded as the soul of country. Governance is very pertinent in every sphere of life, whether it is house or office, good governance is needed to perform effectively. It also provides strong foundation for the developmental process.

According to the Commission on Global Governance (1995), global governance refers to “the sum of the many ways individuals and institutions, public and private, manage their common affairs. It is the continuing process through which conflict or diverse interests may be accommodated and cooperative action may be taken”. Some main actors involved in the process of global governance include states, international organizations (IOs), regional organizations (ROs) and non-governmental organizations (NGOs). Global governance implements in various issue areas including security, economic deelopment, environmental protection and so on. Different states and organizations have different or even conflicting interests. Yet as globalisation continues and the world becomes more inter-connected than ever before, global governance or cooperation among different actors is increasingly taking a more significant role in the international stage. Some critics view global governance quite negatively as they believe that the current system lacks efficiency and effectiveness. In this paper, however, I shall argue that global governance is carried out more effectively in maintenance of world security and promotion of economic development while less effectively in environmental protection and preservation. Thus, despite limitations of the existing mechanism, global governance is still largely a postive development in world affairs.
It is not about making “correct” decision because maybe something is correct for us but for others is not, so it is about the best possible process for making those decisions. Good governance starts with good decision-making processes because the power of the government to decide is very vital so when they make good decisions they are also implementing a good governance. When there is a good decision making processes, there are good effects on the aspects of the local government meaning they can respond to all the necessary things and they can be an effective member of the government. There are many characteristics of good governance. First is the government should be responsible. Being responsible is an essential requirement of good governance. The local government has an obligation to report, explain and be countable for the problems encountered by the decision that has been made. Next is the government should be transparent meaning they are clear that the people are able to follow and understand the actions or decisions that they have made. Next is, it should follow the rule of law. This means that the decision or actions that are made by the government is not above the law meaning that they are not doing things that is considered crime in the law. For example corruption. Another characteristic is the government should be responsive. The local government should always serve the needs of the community and give the necessary things that the people need and the last is the government should be effective. The local government should implement decisions and follow processes that will make the people and the resources be useful for a better community. According to Thomas Hobbes, “man by nature is evil” because people have its diverse interest and selfishness that makes the world became a chaotic ground. Thus, people form a leviathan in which they surrendered their rights to the state particularly to the government to have not just simply equality, but merely justice and security. The government is the one who is capable and responsible in making and implementing laws and policies that must obey by all people to be able to live in peace and order. However, as we give our consent to this entity to serve as a mediator and tends to be the one who will balance and solve the conflicts among people, it became a great field for those opportunistic people to achieve power that they are using to expand their influence. That is one of the problems that the Philippine government is facing today, our constitution has a lot of loopholes simply because the elites and those political dynasties only have the power inside the government and the capacity to form laws which is basically favorable to them. But what will be the remedy to solve this problem? On the latter part of this paper, we will suggest a solution that will be a possible answer to the problem and help to attain the true meaning of good governance in the Philippines.
