This book is about the global broadcasting systems. The Preface says that things are changing so fast that the book will probably be outdated by the time we read it. On the other hand, it does provide a clear picture of television and other media around the world, at the moment in time when the authors did their research. The writers got help from their colleagues, as well as questions and comments by students, in order to put the book together in its final form. It has seven chapters, a Glossary, a list of Further Reading, and an index. Each chapter discusses one aspect of global broadcasting.
Chapter One is titled "The World Telecommunications Revolution." The empowerment of consumers is changing the way global telecommunications works, even though this is not the aim of the media distributors. Many professionals in the field "believe that the future is a multimedia retrieval system for everyone" (p. 1). World communications systems can make it possible to get any almost television show in the world, from almost anywhere in the world. Different cultures might require different types of programming around the world.
On the other hand, shows like CNN have made the formats of programs uniform around the world. Will we have diversity, or uniformity, in the future? Chapter Two is titled "World Systems Overview." There are hundreds of millions of television sets and radios all over the world. Countries like the US, Canada, and England have sophisticated broadcast systems. Developing countries like those in Central and South America do not. Some countries have private broadcasters, and others have government broadcasters.
Some countries have a mix of both private and government ownership. Chapter Three is titled "Control and Regulation of World Systems." The variety of control, from complete government control of broadcasting systems to total privatization of ownership, depends on the form of government in each country. The US has private ownership, but the Federal Communications Commission (FCC) regulates broadcasting. Canada has government broadcasting by the Canadian Broadcasting Company (CBC), but they also have private ownership because they want diversity in programming. In Cuba the government has control over all stations.
Chapter Four is titled "Financing Global Electronic Media." The source of funds for broadcasting could be government subsidy, private advertising, or donations by the viewing public. Most of the broadcasting in the US is supported by advertising. The Canadian government supports the CBC because they believe that it is important for the growth of national culture and education.
Over the centuries, the media has played a significant role in the shaping of societies across the globe. This is especially true of developed nations where media access is readily available to the average citizen. The media has contributed to the creation of ideologies and ideals within a society. The media has such an effect on social life, that a simple as a news story has the power to shake a nation. Because of this, governments around the world have made it their duty to be active in the regulation and control of media access in their countries. The media however, has quickly become dominated by major mega companies who own numerous television, radio and movie companies both nationally and internationally. The aim of these companies is to generate revenue and in order to do this they create and air shows that cater to popular demand. In doing so, they sometimes compromise on the quality of their content. This is where public broadcasters come into perspective.
Conflict theory claims that advertising does not sufficiently address issues of inequality in society. (Brime, Roberts, Lie, Rytina 2013, p.462) There are five major media outlets that form a monopoly of the media industry in Canada: CTVglobalmedia Inc. owned by Bell Canada, Rogers Communications Inc. Controlled by the Rogers family, Shaw Communications controlled by the Shaw family, CBC/Radio Canada, and Quebecor Inc. Controlled by the Péladeau family. (Brime, Roberts, Lie, Rytina 2013, p.462-463) CBC/Radio Canada is the only publicly owned media company in Canada, whereas, approximately 90% of the media in Canada is privately owned. (Brime, Roberts, Lie, Rytina 2013, p.464) This allows for 90% of advertising content to be chosen by wealthy corporations. In an American study, 93% of newspaper editors admitted to advertisers attempting to influence news stories and 37% admitted that advertisers have influenced their stories. In this paper, I will explain why public support is important, but not essential for the Public Broadcasting Service to fulfill its mission to provide alternative programming to the American public. I will show how public broadcasting would exist without the support of the federal government, and then explain why the positive externalities created by public broadcasting lead to market failure and suggest that government support of PBS is in the best interest of society.

Television is an invention that has revolutionized the way people think, comprehend and receive information. Although television in today’s world is not the leading media source, however it still remains to be a prime example of media influenced outlet of information. Television over the course of the past few decades has intertwined its way into society’s day to day operation and will remain to influence people’s decisions.
The state-controlled media and the private wealthy individuals owned media decide the content that the public can get. The strict laws and regulations in China not only affect the domestic media but also influence the attitude towards foreign media. Even though China has a very different way to manage the media system, it already starts to approach media freedom, like the CNC reform and reforms document in 2013. For example, digital television has become such a part of everyday life for the majority of UK viewers that many don’t even know they have it. The total number of households in the UK with digital television now stands at 15,715,178. We are now able to watch the same channels as people at the other side of the world, thanks to digital television. We have so much choice that we, at times, don’t know what to do with all of it. It has the availability to hold around 999 channels ranging from BBC channels to children’s cartoon channels, from DIY shows to adult content channels; it is all available to us.
