Flood Protection in Louisiana New Orleans is a city located in the ground between Mississippi River and Lake Pontchartrain. The city was original settled on the high ground, however, since 1900s, the city start sinking. Today, more than 50 percent of the city area is below sea level. The reason of the sinking is still in debating, man-made floodwalls and levees are believed the main causes. Land loss is also a serious problem. The coach area already lost about 2,000 squares since 1930’s and today it loses 16 squares every year. Moreover, New Orleans is in a hurricane-prone area. All those elements make the city so vulnerable to flooding. Hurricane Katrina is one of the most horrible floods. 1,833 people were killed during the storm and more than 1.5 million in Louisiana were forced to evacuate. After Katrina, government already paid 14 billion dollar to develop the flood defensing system. Army Crops of Engineers have built a 2-miles lone wall named “Inner Harbor Navigation Canal Lake Borgne Surge Barrier” as the first line to defend the flood. And a Seabrook Floodgate was built to defense the storm from Lake Ponchartrain. Besides the big carriers, the city also renews the pump system, and reinforces the levees and floodwalls. It is more important to protect the environment of wetland. The coach area was built by Mississippi River over thousands of year. However, the human interference has destroyed the environmental balance seriously. Man built wall stop the soil from absorbing water from river, oil companies release damage water and the industry cannels in wetlands all cause the dead of plants. The plant plays a critical role in the wetland’s environment. Forest is a good natural barrier to reduce the storm energy. Plants’ roots can also fix the soil to prevent land loss.
