In the Summer of 1787, fifty-five delegates representing 12 out of the 13 states in Philadelphia to fix the Articles of Confederation. They met in philadelphia because the Articles of Confederation was too weak. Shay’s rebellion was the end of the Articles of Confederation bringing down the whole network calling for a change of government. They did this to prevent a tyrant or tyranny. A tyrant/tyranny is when someone or a group abuses their power. The Constitution guarded against tyranny through Federalism, Separation of powers, Checks and Balances, and The Great Compromise. In May of 1787, 55 white wealthy males drifted into Philadelphia to work on the Constitution. Each one came from eleven different colonies to change the Articles of Confederation because it wasn't working out. The states have too much power and the national government has little to none of the power. There was no army or taxes. They needed to change it so the nation could stay together and not fall apart.
The states, in which Shays rebellion has taken place, were becoming unjust/unfair the way in which the state collected taxes. Since the Articles of Confederation was a complete failure, the founding fathers had to draft the active construction and choose a new system of government. According to article 2 “The state government will retain all powers that are not specifically given to the national Congress.. ” (Williamsburg, 2009)
It was the mid-late 1700s, and America had finally achieved and received independence from Great Britain. Peace in America on the other hand, not so much. After gaining independence, the Articles of Confederation were made as a system of government for the United States, but gave very imbalanced power between federal and state levels. To start out with, the constitution divided power so no one branch or person had complete power over the nation or others. Within the document Madison states, "In order to lay a due foundation for that separate and distinct exercise of the different powers of government, which to a certain extent is admitted on all hands to be essential to the preservation of liberty, it is evident that each department should have a will of its own" (Madison, The Federalist, No.52. The Articles of Confederation was the first government of the United States. The Articles had created a very weak national government. At the time the Articles were approved, they had served the will of the people. Americans had just fought a war to get freedom from a great national authority--King George III (Patterson 34). But after this government was put to use, it was evident that it was not going to keep peace between the states. The conflicts got so frequent and malicious that George Washington wondered if the “United” States should be called a Union (Patterson 35). Shays’ Rebellion finally made it evident to the public that the government needed a change.
