After reading the articles and the DQ #1, the article provides major elements of convergence within the public and private sector. In my experience with working in the military and working with both public and private sectors, there are many more elements that are not necessarily essential but important. In simplest term the definition of convergence, means two or more things coming together working together and evolving to work as one.Coordination, Management, Policies and Regulations, these are three essential elements of convergence that within both sectors. This problem is aggravated by the fact that not all private security contractors wear clearly identifiable uniforms or identification cards for safety reasons.89 Not only multinational armed forces find it therefore difficult to identify PSCs, but also the local populations(EuroParl). These are just some issues that arrive if coordination is taken place between public and private sector, just a simple understanding of what the other party does can go a long way. First, private security providers continue to enter the battle space without coordinating with the U.S. military, putting both the military and security providers at a greater risk for injury. Second, U.S. military units are not trained, prior to deployment, on the operating procedures of private security providers in Iraq and the role of the Reconstruction Operations Center, which is to coordinate military-provider interactions (Rand). The results of this issues could easily turn into friendly fire,when it come down to it communication is what will make or break the coordination between any two entities working
