EXECUTIVE SUMMARY We were tasked with critically evaluating our organisation’s performance system and make recommendations on how that organisation can improve its employee performance. We started off by defining and then discussing what a Performance Management System (PMS) is. Then we discussed why we need this system and what the organisation can do with information/ results drawn from the system .We also showed that implementing such a system is not easy as there can be hindrances to implementing it such as political, organisational, interpersonal hindrances as well as biases. We then discussed in detail the different approaches which can be used to measure performances. These include approaches like the comparative approach, the attribute approach, the behavioural approach and the critical incident approach, which is part of the behavioural approach. We also have the critical incident approach which is used in conjunction with the behavioural approach and we have the results approach which uses ProMes- Production Measurement and Evaluation system. With this approach the employees are not only measured, they are also motivated. And lastly we discussed the quality approach, a combination of the attribute and results approach. We then discussed our chosen organisation ,the Overstrand Local Municipality which is situated in the Western Cape Province. Their performance management system was comprehensively discussed to determine the merit, worth, or value of the entire system. From their PMS literature we discovered that they currently use the proactive management system approach. With this approach work performance and work activities are done at the same time. Some of the limitations included the pressure that could be exerted on the management of the municipality that was due to the feedback brought to the municipality management by large number of stakeholders and clients. Individuals might be treated by the assessment process if not properly addressed • The evaluation process presented appropriate and realistic measures to improve the performance management of Overstrand local municipality where necessary. Specific focus was made to aspects such as effectiveness of the performance management system, impact of the system performance management on managerial issues and service delivery, relevance to guidelines provided through literature, sustainability and efficiency of the system
