Defining Impure Public Good in our society
A public good may define as good that is capable of being a commodity that is offered to the public without having any profit by an individual or an organization. In “paying for International Environment Public Goods,” Rodrigo Arriagada & Charles Perrings define a public good to be considered to be “pure” when it is both indivisible and nonexclusive. In order for a public good to be indivisible, the goods will not have any competitors. A “pure” public good does not restrict any person from using the good; therefore there is no limit to using that good.
With that said, an impure public good are rivalries and exclusive to the public. A very common impure public good are local goods. The International Environmental Public Good is said to benefit people in a variety of countries. There are certain sets of ecosystem services that are beneficial to people. They are provisioning, cultural, regulating, and supporting services. Provisioning services are genetic resources that are from the ecosystem. Cultural Services are gained by spiritual enrichment that includes reflection and aesthetic experiences. Regulating Services are benefits are regulation to control and maintain the ecosystem processes. Lastly, supporting services are those that are necessary to produce all of the services of the ecosystem.
To understand IEPGs technology of supply, it is necessary to know the three common examples of public good technology, which are “addictive”, “best shot”, and “weakest link”. Another way to manage resource is to set national quotas. The quota system will conserve the stock and optimize harvesting levels. When the quota is in place, wildlife will be protected from over-exploitation. Quotas may be auction to the highest bidder; therefore the winner will enforce rules for harvesting. Open-access problems can be managed if individuals or a certain group controls property rights. While controlling the property rights, regulations may be enforced for better results. Regulations can determine what is allowed or not allowed on the land. To be economically efficient and conserve wildlife, people should harvest at certain time of the day. This will reduce overexploitation and give time for the stocks to reproduce. Ultimately, regulation, quotas, taxes and control will help overexploitation decline at a dramatic rate.
