1. Back Ground of the Research
In the contemporary world good governance has become a buzzword and it is also frequently mentioned as one ingredient of economic growth and poverty reduction. As the researcher learned from literature the use of the word “good governance” first appeared in a 1989 World Bank (WB) report on Sub-Saharan Africa. As indicated in AfDB (1999) a 1989 WB report on “Sub-Saharan Africa: From crisis to sustained growth”, raised the issue of governance. It was following this report that the idea of good governance is frequently pronounced among aid agencies and countries regarding development and conditionality for aid provision. As well expressed by Grindle, (2010), for the millions of people throughout the world who live in conditions of public insecurity and instability, corruption, abuse of law, public service failure, poverty, and inequality, good governance is a mighty beacon of what ought to be. Henceforth, nations of developing countries including Ethiopia strive for realization of good governance at all government levels. In Africa too, good governance has got a wide spread attention, indeed African governments have established various strategies to promote good governance. Ethiopia is not an exception from this consensus and therefore GOE recognized the prominence of good governance for bringing sustainable development.
The practice of good governance principles in urban areas is also becoming a major focus of nations in Africa and particularly Ethiopia has concerned on the prevalence of good urban governance in the towns and cities. Since putting governance right has become a major aspect of development assistance (Grindle, 2010), it is important to see the practice and impeding variables of good governance. This will help to strengthen positive practices and recommend solutions to alleviate impeding variables. Thus, this gap motivated the researcher to undertake this research. Finally the research will address the following basic questions:
• What is the level of understanding about good governance among government officials (public/civil servants), and local authorities in the town administration?
• The extent to which the principles of good governance are practiced in BTMA?
• What are the major impeding variables of good governance and what could be possible and appropriate solution that will help in promoting good governance in BTMA?
Municipal control or an alternative delivery method? This is the question that has intrigued all levels of local government and created intense debates between taxpayers across municipalities. The services that municipalities provide are often vital to the existence of a local area. The issues of accountability, cost savings, quality of service and democracy often arise when choosing the best options to deliver services to a municipal area. In recent years the concepts of privatization, alternative service delivery and public-private partnerships are often promoted as ways cut down on overburdened annual city budgets and promote a higher quality of service to citizens. Municipalities have historically always provided basic services such as fire protection, water purification/treatment and recreational facilities. However, would private companies or another municipality be able to better deliver the same services more efficiently or at a lower cost? The city or town often provides a political grass roots approach to most local problems. Municipalities are better positioned and have a wider scope to provide services to their constituents in order to ensure quality of service that does not erode accountability and transparency, or drive the municipality deeper into debt.
The relationship between a local government and its people is typically a combined form of stability, as well as discordant moments of tension and rising-to-dramatic change. More specifically, the political climate of the local government differs depending on how those people view the three aspects of their governmental calls and needs: rights and responsibility of the people, obligations of their government, and limits on the local governmental authority.
As a mayor begins or continues their term of office, their overall purpose is as leader of the council and a number of roles which are both legislative and functional. The mayor not only takes precedence at all municipal proceedings within the municipality but must also take the chair at all meetings of the council at which he or she is present. The mayor’s role extends well beyond officiating at council meetings or other municipal proceedings and includes providing leadership, promoting positive relationships, and modelling good governance.

Conceptual model of good governance in the world’s view Based on the literature reviewed, this study perceived the following model of good governance (GG) in view of the world as depicted in Equation 1: GG ≈ PSL ↔ ES ↔ BS (Equation 1) Where GG = good governance; PSL = political system and leadership; ES = economic system; BS = bureaucratic system. Equation 1 clarifies that good governance is approximately equal to its three main components that are political system and leadership, economic system and bureaucratic system. The Government has been a crucial part of society. Without the government, society would fall into total chaos where there are not any laws, or any form of protection for the Citizens. With a totalitarian government, the citizens are slaves to the government; not able to have any form of freedoms, with very strict unyielding laws. The relationship between the state and the citizen should be where the people have more power than the government, but the government has enough power to protect the citizen’s rights.
In order to understand how the republican form of government, federalism, separation- of-power principle and constitutionalism affect the practice of public administration you must first understand what public administration is. According to our book, The Craft of Public Administration, “Pubic Administration is grounded in partisan, policy and systems politics” (Berkley, Rouse, pg.3). What this is saying is that the principle of the constitution dictate activities of public communities under the federal state and local governments. It cannot operate without personnel that is monitored by administrative laws. In this paper it shall be discussed how the four constitutional principles help shape administration.
Democracy has been the root of a limited government, the system of which government powers are distributed so that one group of leaders do not have too much influence. The limited government has been structured to keep peace amongst all parties that are involved in the government. And under the U.S. Constitution, citizens are given ultimate power by their right to choose their representatives through the democratic process of voting. Each levels of the government are limited as they have their own responsibilities. To achieve this, I would like to gain more knowledge which can help me reach intellectual maturity to the latest practices adopted in the field of Public Administration. Today in the present world, most countries have the core object of governance in the “public good provisioning ” leitmotif.
