Marina City Council Meetings occur every first and third Tuesday of the month, I attended one of the city’s council meetings on October 4, 2016. My intended government meeting was the Board of Directors Meeting for the Monterey Peninsula Management District on October 17, however, due to time restraints I resorted in attending the City Council Meeting in Marina. The meeting was held in Marina’s City Council Chambers that included a closed session at 5:30pm and an open session at 6:30 pm. The City Council was present in both closed and open sessions. The council included: Gail Morton, David Brown, City Manager Layne Long, Assistant City Attorney Robert Rathe, and Mayor/Chair Bruce Delgado. The open session first began by reporting any actions taken in the closed session. I did not note the summary report from the closed session, the mayor went through it hastily. It was then followed by the recognition of Restorative Justice Week and recreational events. Recreational events mentioned were: Veterans Appreciation, Firefighter Memorial, Marina Youth Arts, and an Open House on Fire Prevention. The session the moved to announcements from the floor, any member of the Public or the City Council is able to make announcements and comments that are of interest to the Public or Council. I found this to be interesting as any member of the public or the City Council is able to speak up to 4 minutes, most cities allots two minutes. People took the opportunity to express their thoughts on Measures: E, U, V, and X. The majority of the floor discussion was spent on members of the Public disputing over the ordinance of mayor election signs. Some of which were appalled by Bruce Delgado’s actions towards the other candidate’s signage, accusing the mayor of taking down signs and asking for apologies. Two individuals in particular were Katy Murchant and Kevin Saunders. Both essentially accused the current mayor of taking down signs and filed police reports against the mayor; along with an apology from the council. Then other individuals began
