Introduction
This paper analyses the EU’s Plant Reproductive Material Regulation. This may seem to be a topic that does not concern regular EU citizens. On the contrary, it is highly significant for every one of us. This regulation massively influences which plant reproductive materials, either at supermarkets and markets or at other seed suppliers of your choice, can be bought. In order to understand what this regulation is about, we need to define what plant reproductive material even is. Plant reproductive material, short PRM, “is material of any kind of plants (from seeds up to fully grown trees) used for the production of other plants” (European Commission [2013]:1). With the overhaul of the current legislation, the European Union aims to facilitate an easier access for companies to the seed and PRM market of other EU countries and a regulation process that secures the seeds’ and plants’ health. This aim might seem noble, but would this overhaul support all kinds of enterprises or just pave the way for big companies like Monsanto to rule the market? This question is not easy to answer. As can be seen, there are many angles from which this regulation can be looked at. Therefore different perspectives on this topic will be analysed and the positive and negative outcomes of this regulation will be extracted. On this account, the focus will be on the work of the Austrian heirloom association ARCHE NOAH (Noah’s Ark) and the international agricultural company Monsanto.

Farmers were enticed to eliminate any stock they had for Indian cotton seeds and in return purchase the premium-priced cotton seeds from Monsanto Company. Upon entry into this agreement, their initial farmer’s union went into bankruptcy. Research has shown that, while initial results indicate higher production, the contrary becomes apparent. Over a short time, the crop yield of genetically modified cotton becomes five times less than their Indian cotton production. Nevertheless, since their union fell apart, it becomes hard for these farmers to revert back into their initial cotton
A debate is ragging over the advancements being made in genetic engineering. Scientist discovered that genes are the map of every aspect of a living organism, this has furthermore led to the prospect of altering this coding. By modifying one’s genes parents will one day be able to pick the color of their unborn child’s eyes and farmers will have the ability to develop plants that will produce bigger and healthier harvest. With the growing anticipation that some feel towards genetically modified crops others question it effects on the surrounding environments. Often pesticides are more heavily relied on for genetically modified crops and some cases have found pollination decreased in areas dominated by GM plants. Since there are so many aspects of genetic modification that have yet to be explored, much more research is required before distributing GM seeds internationally, but from the information already available the sides have begun to divide.
Monsanto scrutinizes neighboring farms, practicing their right to enforce their patent and contract. What they take into account and chose to ignore is that their genetic product is natural and cannot be controlled completely. Monsanto’s patent allows them to prosecute neighboring farms for any concentration of their patented genetic code in their crops, regardless of whether a farmer knowingly involved themselves in infringement or was the victim of natural pollination. In recent history, farming in America has changed dramatically, and Naylor’s farm is representative of many in the American Corn Belt. Though it began growing a variety of crops and keeping livestock too, Naylor now only plants corn and soybeans. In Naylor’s grandfather’s days, the farm fed the whole family with just enough left over for twelve others. Throughout The Botany of Desire by Michael Pollan, the author argues that the coevolution of plants and humans is seen within the relationship of humans manipulating plants to fulfill their desires. Pollan touches on four main examples where coevolution can be easily seen throughout history and the present. The apple satisfies sweetness, the tulip beauty, marijuana intoxication, and the potato control. As we are benefitting from evolving the plants for our own interest, the plants themselves are benefitting as well. As CBD gives the member state the rights to regulate the “access to genetic resources within their jurisdictional scope”, developing countries where concerned whether this would include plant genetic resource of food and agriculture before CBD entry (15-21). This was made clear with an international instrument dealing with The Plant Genetic Resource for Food and Agriculture (IPGRFA) which came into force in 2004. The objectives are similar to that of CBD - “the conservation and sustainable use of genetic resource of food and agricultural resources and the fair and equitable sharing of the benefits on use”. The system of sharing benefits is by multilateral agreements and this treaty also has provision on farmer’s rights. It is left to the national law to decide (Biodiversity-related Conventions, n.d).
...struggling to earn any income at all and sometimes do not even get the opportunity to eat. Another issue that Raj Patel did not touch on is the lack of care consumers have for the farmers. It seems that consumers care about farmers about as much as the corporations do, which, in my opinion, is not a lot. When consumers only care about low prices and large corporations only care about making a profit, the farmers are left out to dry. Many consumers believe “food should be available at a bargain price, a belief that relies on labor exploitation and environmental exhaustion at multiple points along the commodity chain.” (Wright, 95) Corporations as well as consumers generally tend to be selfish and I think Raj Patel is afraid to mention this. If only these people cared a little bit more about each other I believe the hourglass of the food system will begin to even out.
In the movie “Food Inc” we saw how the food industry keeps their farmers under their control. Food incorporation sets new protocols that require the farmers to keep purchasing more on dept. As a result of loans and only $18,000 annually (Kenner) they are stuck in a hole that they can’t get out of. I find many things disturbing about this. First off, I find it disturbing that he picked a poorly educated farming area. It seems obvious that the farmers don’t know what they got into and don’t have any knownldge of how to get out. I find it an example of poor unionization within the small farmers that are to be blamed not the ones that find out how to exploit it (Kenner).

The most wonderful activity a human being can experience is new flavors and foods. For example, the first time a person tastes a delicious juicy piece of prime rib or a delightful hamburger with cheese and ham, his world is never the same. However, since the beginning of the twentieth century, the production of food has been supplemented by science. This has triggered an angry dispute between the people who support the advances of biotechnology and people who love nature. In order to understand the controversy, we have to know the meaning of genetically modified foods. With new technological advances, scientists can modify seeds from a conventional seed to a high tech seed with shorter maturation times and resistance to dryness, cold and heat. This is possible with the implementation of new genes into the DNA of the conventional seed. Once these "transgenes" are transferred, they can create plants with better characteristics (Harris 164-165). The farmers love it not only because it guarantees a good production, but the cost is also reduced. On the other hand, organizations such as Greenpeace and Friends of Earth have campaigned against GMO (“Riesgos”) because they think that they are negatively affecting the earth (Gerdes 26). Both the advocates and the opponents of genetically modified foods have excellent arguments.

Genetically modified food’s, or GMOs, goal is to feed the world's malnourished and undernourished population. Exploring the positive side to GMOs paints a wondrous picture for our planet’s future, although careful steps must be taken to ensure that destruction of our ecosystems do not occur. When GMOs were first introduced into the consumer market they claimed that they would help eliminate the world’s food crisis by providing plants that produced more and were resistant to elemental impacts like droughts and bacterial contaminants, however, production isn’t the only cause for the world’s food crisis. Which is a cause for concern because the population on the earth is growing and our land and ways of agriculture will not be enough to feed everyone sufficiently. No simple solutions can be found or applied when there are so many lives involved. Those who are hungry and those who are over fed, alike, have to consider the consequences of Genetically Modified Organisms. Food should not be treated like a commodity it is a human necessity on the most basic of levels. When egos, hidden agendas, and personal gains are folded into people's food sources no one wins. As in many things of life, there is no true right way or wrong way to handle either of the arguments and so many factors are involved that a ‘simple’ solution is simply not an option.
Farmers are essentially the back-bone of the entire food system. Large-scale family farms account for 10% of all farms, but 75% of overall food production, (CSS statistics). Without farmers, there would be no food for us to consume. Big business picked up on this right away and began to control the farmers profits and products. When farmers buy their land, they take out a loan in order to pay for their land and farm house and for the livestock, crops, and machinery that are involved in the farming process. Today, the loans are paid off through contracts with big business corporations.
