The last 15 years have been dedicated to building a criminal justice system capable of addressing criminal behaviour so as to direct it towards offenders’ rehabilitation and reintegration into society. Based on this idea, the government tried implementing programmes which apply techniques demonstrated by researchers to be effective (McGuire, 1995; Andrews & Bonta, 1994). The programmes received special attention from UK Prison Service and Probation Service mainly because the Government ensure that the assessment and the management of offenders start prior the sentence and continue all the way to custody, release and then to supervision. This essay is going to explore the strategic framework of risk assessment and offenders’ management approach of the multi agencies within the criminal justice system. Firstly, it will give an idea about the historical view of risk in its general sense. Secondly it will explore the risk in criminal justice system and the need for the introduction of risk assessment tools.
