Among many states there was a fear that with a strong central government they could be easily toiled with by Great Britain. There was a desire between states to have more power given to state governments. In 1777, Congress started to grasp that if they wanted the government to succeed, they needed a written set of rules. In 1781, John Dickinson created the Articles of Confederation in order to give more power to the western states and to have a stronger central government. Although his ideas were thought out and approved after years of ratification, the Articles of Confederation went against his first proposal. When John Dickinson’s brought up in his proposal that he wanted the states to have a stronger central government, the states became worried. They believed that with a stronger central government it would be easier to have more conflicts with Great Britain. There were states smaller than others that wanted to be equal with the states with a larger population.
